We are looking for an energetic, self-starting, organized, detail-oriented candidate with the ability to multitask in a fast-paced environment to join our team.
The U.S. Department of Homeland Security (DHS), Office of Immigration Detention Oversight (OIDO), is a new and independent office established by Congress to a) assist individuals with complaints about the potential violation of immigration detention standards or misconduct by DHS or contract personnel; b) provide independent oversight of immigration detention facilities, to include conducting unannounced inspections and reviewing contract terms for immigration detention facilities and services; and c) serve as an independent office to review and resolve problems stemming from the same.
ISN is seeking a Junior Detention Specialist to support the OIDO contract that works full time and/or on demand, nationwide, and remotely.
The Junior Level Detention Program Specialist will assist the program to assess risks within DHS confinement facilities; conducting unannounced inspections to validate those risks; and make recommendations to address concerns and violations of contract terms identified in reviews, audits, investigations, or detainee interviews.
Specific Duties may include:
- Develops investigative reports recommending appropriate actions and final decisions based on the investigation; or provides subject matter expertise for incorporation into the planning of an investigation or the final report.
- Coordinates investigative activity with other federal agencies related to immigration detention investigations and addresses jurisdictional problems in accordance with established policies.
- Periodically briefs senior management, investigative personnel, attorneys and other interested parties on investigative and other matters.
- Establishes and maintains professional working relationships with DHS personnel.
- Conducts internal preliminary inquiries or formal investigations involving violations of immigration detention standards and administrative misconduct allegations.
- Prior experience with OIDO is preferred providing expert, authoritative advice to OIDO senior leadership in developing, implementing, reviewing, evaluating, and improving investigative operations functions across OIDO.
- Bachelor’s degree or higher
- In lieu of degree, a minimum of five (5) years of experience assisting in the operation of or auditing ICE or CBP detention facilities. This experience should be as the equivalent of GS-12 or higher, with senior responsibility within these previous facilities.
- At least three (3) years of law enforcement, investigative, and/or monitoring, and quality control experience that is related to or has a nexus to experience in ICE or CBP detention standards corrections and detention operations i.e. – investigative personnel who conducted inquiries at ICE or CBP detention facilities, or legal advisors or staff who performed duties in support of corrections or detention or as audit personnel who performed quality assurance or monitoring at correctional or detention locations.
- It is acceptable for the candidate to have obtained the required amount of experience referenced above concurrently.
- In accordance with Chief Information Office requirements and provisions, any contractor employees accessing Department IT systems or processing DHS sensitive data via an IT system will require a Electronic Questionnaire for Investigation Processing (e-QIP) in the Office of Personnel Management (OPM) automated on-line system so as to be issued/provisioned a Personal Identity Verification (PIV) card.

Desired experience:
- Serving as a designated subject matter expert on highly complex issues related to immigration detention standards.
- Subject matter experts may include but are not limited to the following specialties: Customs and Border Protection (CBP) National Standards on Transport, Escort, Detention, and Search (TEDS)
- Immigration and Customs (ICE) Detention Standards including Performance-Based National Detention Standards (PBNDS), National Detention Standards (NDS) and Family Residential Standards (FRS); Unaccompanied Minors (UACs) and Family Units (FAM); and Civil Rights
- Serving as a subject matter expert on investigative matters and immigration detention-related issues related to highly delicate matters of interest to top government officials, and briefs management officials on the status of developing issues related to investigative issues.
- Providing expert advice on specific problems involving investigative policy, planning, and operations. Assisting in providing policy guidance and consulting on complex and sensitive investigative cases.
- Conferring with, assisting, and advising upper-level management and other senior officials on the planning and developing of new investigative policies, programs, standards, requirements, procedures, and techniques.
