Management Assistant (Finance Division)

Department:
The Department of Administrative Services is responsible for the divisions of Finance, Human Resources, and Information Technology. The employees in the department support and reinforce City-wide operations with the goal of developing its most valuable resource – its people. This goal is jointly accomplished through the preservation of the City’s financial resources; the commitment to attract and retain a skilled workforce; and the effective management of the City’s information systems.

The Position

Under general supervision, the Management Assistant, assigned to the Department of Administrative Services – Finance Division, will perform general administrative and technical accounting work and financial analyses to support Citywide financial operations. The responsibilities will include bank and other account-related reconciliations, reviewing and posting cashiering batches, processing various journal entries, maintaining vendor files, participating in the implementation of financial systems, and training other city staff.

This position will also back up the accounts payable function, and assist in the development of the City’s annual budget, fiscal year-end closing, and completing the City’s Audit and Annual Comprehensive Financial Reporting (ACFR). Additionally, this position will work on special projects within the finance division and the department, as well as, across the City.

Additionally, the ideal candidate will possess:


  • Ability to establish and maintain filing and record-keeping systems.
  • Ability to maintain accurate and current financial records.
  • Understanding of major accounting terminologies, specifically the ones used in governmental accounting area.
  • Relationship-building skills.
  • The ability to apply bookkeeping and financial record-keeping principles in the maintenance of complex accounting records.
  • Excellent Microsoft Excel skills.
  • Understanding of principles and practices of accounting including general ledger, debit, credit, journal entries, and audit procedures.
  • Ability to complete detailed accounting transactions, reconcile various financial statements with general ledger and make adjustments as necessary.
  • Knowledge of basic principles and practices of fund accounting.

  • Performs general administrative and technical work related to department operations. Parameters of area of work are well defined, but methods and procedures to be followed may be independently derived subject to higher-level review. Progress is generally reviewed regularly. Most work is subject to review upon completion.
  • Performs general administrative and technical work requiring analysis and implementation of complex administrative, business, personnel, fiscal, program, and scheduling procedures and processes.
  • Compiles, reviews, screens, and analyzes varied technical and administrative information in accordance with standard department procedures and guidelines to complete processes and records; develops record systems and maintains complex records.
  • Operates a computer terminal, entering, retrieving, and printing a variety of statistics, forms, lists, and charts; applies fundamental statistical techniques in analyzing data.
  • Compiles reports; drafts correspondence, agreements, narrative reports, procedures, ordinances, resolutions, and other technical materials for supervisorial review.
  • Interprets departmental policies and procedures to the public.
  • Attends meetings with or as a representative of department management.
  • Develops procedures and training manuals.
  • Monitors assigned projects to ensure timely completion.
  • Develops and conducts staff training; supervises, assigns, trains, and reviews the work of others.
  • Develops departmental budgetary data and requests and monitors approved operating budgets, coding purchase requests, verifying availability of funds, preventing over expenditures, preparing budget transfer requests, and advising department head of budgetary status.
  • Attends workshops related to work assignments.
  • Operates City vehicles.
  • Performs related work as required.

Minimum Requirements

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: Professional level experience performing general administrative staff work with operational or developmental emphasis. Technical or professional experience in financial analysis and/or accounting highly desirable.

Education/Training: Completion of college-level coursework leading to completion of a major in public administration, business administration, operations research, or a closely related field. Experience at or equivalent to the level of Administrative Secretary in the City of Coronado, from which the incumbent has acquired the knowledge and abilities listed above, may be substituted for education.

Licenses and Certificates:
Possession of a valid Class C California Driver's License with a safe driving record.

Candidate Selection Process:
Application Review:
A completed City of Coronado employment application, cover letter, and resume must be received by the Human Resources Division by 11:59 PM PST on May 26, 2023. Applications will be received on the basis of relevant education, training, and experience.

Examination Process:
Applications will be reviewed on the basis of relevant education, training, and experience. Applicants considered most qualified will be contacted and invited to participate in an examination process consisting of an oral interview (100%) tentatively scheduled for the week of June 5, 2023.


Department Interview:
Applicants considered most qualified after the application review process will be invited to participate in an oral panel interview (100%). Interviews are scheduled for the week of June 12, 2023.

Candidate Selection:
The selected candidate will be issued a conditional offer, subject to the successful completion of background check and medical examination.

Additional Information:
All candidates who successfully obtain a 70% or above in each phase of the exam process will be placed on an eligibility list for a period of at least six (6) months.
