Job Summary
Leads all aspects of safety within assigned operating territory. Directs the proper planning, budgeting and implementation of all communication & signals (C&S) operations, including communications, signals, and hump yard activities. Directs a cross functional C&S team on their responsible territories to ensure the safe and efficient operation of all C&S equipment.

Primary Activities and Responsibilities
  • Lead and develop team for constant improvement in safety of all C&S personnel and equipment. Implement and coordinate safety training to ensure compliance with state and federal regulations.
  • Directs and audits all C&S operation activities on the territory including but not limited to, ensuring that wayside signal systems, highway grade crossings, defect detectors, yard process control systems, radio and internet protocol (IP), and Positive Train Control (PTC) systems are functional and in compliance with governmental and regulatory agencies. Supports Highly Automated Railroad initiatives (HAR) such as predictive analytics, workforce optimization, and yard optimization to improve safety, service, and productivity.
  • Manages, plans, and oversees compliance with operating expenses (OE) and strategic capital investments for assigned territory. Manage/Schedule C&S personnel and equipment resources.
  • Drive service excellence through various initiatives and operations excellence measures such as predicitive analytics and all other reliability initiatives in collaboration with other departments. Support the Transportation department in providing wayside and PTC reliable operations. Ensures productivity of company assets such as C&S vehicle fleet, C&S workforce balancing, and C&S network optimization.

Minimum Qualifications
  • Bachelor's Degree/4-year Degree
  • 3 or more years of experience
  • 3 or more years of supervisory experience in 3 or more years of supervisory experience required in Signal Operations, Signal Construction, Communications or a related field
Equivalent Minimum Qualifications
  • High School Diploma/GED
  • 5 or more years of experience in
  • 5 or more years of supervisory experience in 5 or more years of supervisory experience required in Signal Operations, Signal Construction, Communications or a related field
Preferred Qualifications
  • Bachelor's Degree/4-year Degree
  • 7 or more years of experience in Bachelors degree in Electrical Engineering, Electronic/Electrical Trades or related field of study
  • 7 or more years of supervisory experience in Seven or more years of supervisory experience in Signal Operations, Signal Construction, or Communications
Knowledge and Skills
  • Knowledge of duties of a CSX Manager of Signals, Knowledge of Signal Systems, Hump Yard systems, Flat Yard systems, Defect Detector systems
  • Knowledge of Mainframe, PC computer systems, and CSX software programs, Knowledge of vendor specific software programs
  • Knowledge of theory/performance characteristics of electronic devices
  • Ability to create and understand circuit drawings, equipment specifications, and a knowledge of safe job procedures and work methods
  • Ability to understand/interpret legal compliance with Federal and State regulations regarding Signal Systems

  • Knowledge of accounting principles, practices, financial forecasting, and analysis skills, Ability to develop training and presentations
  • Ability to mentor and develop subordinates
  • Project management skills including familiarity with scheduling software

  • Different shifts as assigned in a 24 hour/7 days a week operation (incl working weekends)
