Responsibilities:

JPL’s Science Division is seeking a motivated Business Administrator I. This is an exciting opportunity to be part of an organization that conducts research in all aspects of Planetary science, Earth science, Astrophysics and Space science as well as providing scientific leadership in the design, planning and implementation of space-borne experiments, missions and instruments for the JPL Engineering and Science Directorate! You will be a member of the 3216 Business Team and provide administrative / analyst support to the Astrophysics and Space Sciences Section (326). You will execute a broad range of business functions for your assigned organization, in concert with the Section Business Administration Manager (BAM).

Tasks include but not limited to:

  • Assisting the BAM with a variety of activities including budget development and financial planning, analysis, and reporting oversight, workforce analysis, rewards and recognition, facilities, safety, property management, and coordinate incoming summer students.
  • Preparing monthly and/or quarterly scheduled and ad-hoc financial analyses, reports and data as requested by management for strategic planning, performance reporting, and forecasting.
  • Providing budgeting and financial support to technical staff, coordinate quarterly reporting activities across the Section, and monthly and quarterly reporting activities across the Division.
  • Developing automated reports, dashboards, and business metrics.
  • Having general knowledge of safety, environmental, property and facility-related business operations in the Division.
  • Assisting with the acquisitions process using various software and purchasing methods: iProcurement, Oracle Acquisitioning (POs, PSs); sole source documentation, and ServiceNow (ManTech)
  • May act as liaison to other laboratory organizations, including representation of and participation on various committees.
  • Collaborating with customers to achieve business objectives and increase the efficiency of the organization.
  • Support various human resources activities and perform ad hoc duties as needed.

Qualifications:

Required Skills:

  • Typically requires a Bachelor’s degree in Business Administration or related discipline with a minimum of 1 year of related experience; Master’s degree in similar disciplines with a minimum of 0 years of related experience.
  • Wide-ranging experience and advanced knowledge in one or more of the following: budgeting, financial analysis, reporting, human resources, workforce planning, safety, property, and facility management.
  • Broad understanding and wide application of advanced principles, theories, concepts and techniques in Business Administration, Financial Planning, Workforce Administration, Safety and Facility Management.
  • Ability to present complex findings in a clear, concise manner using graphics, tables and high-level summarization – both verbally and in writing.
  • Must have advanced skills in MS Office Suite (Word, Excel, PowerPoint, Access, Outlook, etc.) Wagtail, and familiarity with Workday or other HRIS and applicant tracking systems or databases.
  • Must be a self-starter with strong analytical and problem-solving skills with proven track record to plan, prioritize, multi-task, complete assignments, and resolve highly complex issues independently and in a team environment.
  • Successful history of establishing trust with customers and working as a strong, collaborative business partner.
  • Must have the ability to use tact and discretion when working with critical or confidential data.
  • Demonstrated ability to communicate clearly and professionally with the ability to present complex findings in a clear, concise manner using graphics, tables and high-level summarization – both orally and in writing.
  • Strong professional characteristics: diligent, trustworthy, responsible, hardworking, and intellectually curious. The ideal candidate takes initiative and ownership of work and possesses an improvement mentality.
  • Organized and detail-oriented individual who possesses a positive and professional customer-oriented attitude.

Preferred Skills:

  • Experience in the use of budgeting and reporting tools including Institutional Budgeting Tool (IBT), PowerBI, Discoverer, COPA, OBIEE, IWF, etc.
  • Solid understanding of direct project support and familiarity with proposal calls and processes.
  • Thorough knowledge of ESD organizational operations, applicable Laboratory policies and procedures, NASA policies and procedures, and government regulations.
  • Significant exposure to JPL’s Institutional business processes and architecture, JPL’s Project Resource List, and Institutional Workforce Forecasting Tool.
  • Experience using G Suite (Google Docs, Sheets, and Forms) and other survey generating systems.

The hiring range displayed below is specifically for those who will work in or reside in the location listed. In extending an offer, Jet Propulsion Laboratory considers factors including, but not limited to, the candidate’s job related skills, experience, knowledge, and relevant education/training. Hiring range for this job may be adjusted based on primary work location outside of Pasadena, California. This adjusted range will be provided to candidates by the Recruiter when applicable.
