The State of New Hampshire, Department of Information Technology, Agency Software Division - Dept of HHS has a full time vacancy for Systems Development Specialist VI.
SCOPE OF WORK : Works directly with management, end users and consultants to analyze, define, and document business applications. Directs project team members as needed and coordinates computer programming projects and resources to formulate and implement solutions to business problems.
ACCOUNTABILITIES:
Defines system architecture, systems requirements, operational procedures, and evaluates feasibility of alternative solutions.
Defines, creates and maintains highly complex database file structures to support user needs.
Implements procedures for ensuring the security and integrity of supported web applications.
Assigns and supervises multiple programming activities and projects, including analysis, coding, testing, debugging, implementation, documentation, and estimating time and resources required to perform software development tasks.
Reviews, for accuracy and completeness, estimates from other team members. Reviews and evaluates work of project teams and prepares project related performance reports
Responds to after hour’s production problems.
Reviews changes to user policies and procedures, and Federal rules and laws as it pertains to Child Welfare, and plans system modifications accordingly.
Provides guidance, advice and direction to subordinates, demonstrating in-depth understanding of all programming concepts, including quality control, flowcharting, analysis, coding, testing, documenting and implementing programs and systems.
Supervises technical staff, assigning work, creating performance reviews, and addressing any personnel issues.
Responsible for overseeing contracted staff on various projects. Reviewing their work, and approving changes prior to submission to state repository.
MINIMUM QUALIFICATIONS:
Education : Bachelor's degree from a recognized college or university with at least fifteen (15) credit hours in the field of computer sciences. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience : Six years' experience as a computer programmer or systems analyst associated with a late generation medium or large scale on-line computer systems or computer networks similar to the recruiting agency; at least three years of which shall have been involved with systems analysis. Each additional year of approved work experience may be substituted for one year of required formal education.
SPECIAL REQUIREMENTS :
Three (+) years developing complex CRM solutions to ensure that best practices are followed and the best data solutions are provided.
Three (+) transactional database and SQL expertise (DB2, Oracle or SQL Server)
Object-oriented programming (OOP) expertise
SOA architecture and web services internals experience
Design experience working with n-tier architectures (UI, Business Logic Layer, Data Access Layer)
Software implementation best practices knowledge
Version control systems knowledge
PREFERRED EXPERIENCE :
Ability to adapt quickly to an existing, complex environment.
Ability to quickly learn new concepts and software as necessary
Self-motivated, independent, detail oriented, responsible team-player
Exceptional relationship management skills.
Strong communication skills, both written and oral
Passionate about building high-quality systems with software implementation best practices and mentoring
Ability to understand methodologies and tools used for delivery and a passion to follow and improve
License/Certification : Must be eligible to hold a valid New Hampshire driver's license and have access to transportation for use in statewide travel.
