The Program Assistant II (Transfer and GIS Asset Specialist) establishes and maintains an inventory of Department of Transportation real estate and property interests acquired as a result of highway and highway-related projects maps using GIS. Duties include, but are not limited to gathering and analyzing title and resolution information to prepare highway parcel inventory; developing Right-of-Way Parcel Layer by importing or drawing/constructing parcels through coordinate geometry methods and attributing resulting parcel polygons to serve as an accurate representation of the designated route/individual property; developing Disposal Parcel Layer by importing or drawing/constructing parcels through coordinate geometry methods and attributing resulting parcel polygons to serve as an accurate representation of the designated route/individual property; developing Excess Parcel Layer by importing or drawing/constructing parcels through coordinate geometry methods and attributing resulting parcel polygons to serve as an accurate representation of the designated route/individual property; reviewing the completed documents/records for Department of Transportation transfer of property interests; designing, building, and maintaining a Right-of-Way Geospatial Information System (GIS) Mapping system for all property interests held by Department of Transportation and maintaining a Geospatial Information System (GIS) mapping system workflow manual to ensure consistency and standardization; and processing Geospatial Information System (GIS) Parcel Layer Building work orders and payments and monitoring and reviewing the contractor deliverables per the terms of the agreement.

This position has the option to be remote.

The total compensation of Hourly Wage + State/Federal Benefits for a typical year for entry level Program Assistant II is approximately $64,394.00 annually.

The Ideal Candidate Will Have:
Bachelor or Associates degree in a geographic information-related field such as Geography, Cartography, Earth Science, Ecology, Engineering, Planning, Environmental Sciences, or any other related field and one (1) year Geospatial Information System (GIS)-related work experience using Geospatial Information Systems or any equivalent combination of course work and experience.

Knowledge, Sills and Abilities:

  • types of real estate conveyance instruments (preferred but not required);
  • construction plans and plats (preferred but not required);
  • principles and applications of Geospatial Information System (GIS) software; and
  • surveying principles and practices.
  • read and understand tax maps, quarter-section maps, plat maps, Right-of-Ways and assessor's maps, and aerial maps (preferred but not required);
  • interpret legal descriptions of property, metes and bounds, easements, and plats (preferred but not required); and
  • develop, update and maintain Geospatial Information System (GIS) database and web solutions and services.
  • display high standards of ethical conduct;
  • adjust effectively to changing, new, or different situations at work;
  • attend to all details of assignments and completes work properly, accurately, and thoroughly;
  • treat customers courteously and is responsive to their needs;
  • display a high level of effort and commitment towards completing assignments and goals;
  • set priorities, schedules activities, acquires resources, and monitors progress to ensure the successful completion of projects and assignments; and
  • work cooperatively with others and promotes a friendly work climate in order to achieve shared goals.
