About the Position

The ITS Analyst Sr (Web Development) will define and document system scope, objectives and business requirements to meet user needs related to complex portal applications, internal web applications and public website development. The incumbent will participate in and lead agile scrum development team(s) focusing on product and business systems analysis, support and quality assurance. The incumbent will guide business and/or technical customers in making informed decisions regarding the development, configuration and functionality of various applications and provide technical consulting to end users on systems projects. The incumbent will facilitate the coordination and integration of program-related development and implementation activities for in-house developed and integrated software. The incumbent will contribute to the support and maintenance of assigned applications and serve as a technical support point-of-contact.

Duties & Responsibilities:

  • Participates in a mission-driven culture of high-quality performance, with a member focus on customer service, consistency, dignity and accountability.
  • Assists the team in carrying out department responsibilities and collaborates with others to support short- and long-term goals/priorities for the department.
  • Works with in-house and vendor development staff and business departments to devise or modify user stories for sprint backlog.
  • Develops, generates and maintains standard, custom and ad-hoc documentation, including reports and/or queries from the applicable source system. Monitors, audits and administers database integrity and security. Researches and recommends solutions to system issues.
  • Works closely with core project team, Information Technology Services (ITS) staff and other users to research, identify and resolve production support issues.
  • Acts as Scrum Master to lead the design and implementation of new system processes, reporting and other system enhancements. Investigates, analyzes and makes recommendations for process flow, data storage, test plans, user documentation and training.
  • Works with business departments to assist with their requirements, documents process flows, defines options and methods to accomplish preferred results, Quality Assurance (QA) data to their satisfaction and provides technical support for applicable business staff.
  • Performs data quality checks on various reports and dashboards.
  • Leads project team to develop possible solutions and test scenarios for optimal outcome.
  • Act as a liaison between relevant internal departments and application development staff.
  • Provides production support to resolve problems with production processing for a variety of third-party and in-house developed software solutions.
  • Writes Structured Query Language (SQL) queries to test and validate data against Microsoft SQL Server databases.
  • Completes other projects and duties as assigned.

Experience & Education:

  • Bachelor’s degree in Business, Information Technology or related field required.
  • 5 years of experience in ITS application development analysis and application support required.
  • 2 years of experience working on Agile/Scrum teams developing web solutions to meet user needs required.
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the position such as those listed above is also qualifying.

Preferred Qualifications:

  • Agile Scrum Master certification.
  • 3 years of experience in ITS working in a managed care or health care related setting.
  • 3 years of experience with automated web testing tools such as Selenium, Appium or related.
  • 3 years of experience supporting high visibility public facing or company intranet web applications.
  • 3 years of experience with Azure DevOps or similar application lifecycle management (ALM) tools.

Employee must be able to communicate, particularly for regular phone use, in meetings, face-to-face interaction and while presenting.
