Responsibilities:


1. Support the Future Long-Range Assault Aircraft (FLRAA) Program Security Manager (PSM) in all aspects of developing, managing, implementing, training, auditing, and documenting Program Protection efforts on the FLRAA Program.
2. Assist the PSM in investigating security infractions and violations of the National Industrial Security Program Operating Manual (NISPOM), instances of noncompliance with company policies and procedures, and violations of the law, and implement corrective actions to prevent recurrence.
3. Conduct and document interviews and audits of company activities to determine adherence to FLRAA Program requirements, NISPOM requirements, as well as our company’s policies, procedures, and ethics guidelines.

4. Assist in the development, manage, implement, train, audit, and document all aspects of the FLRAA OSPEC training program.

5. Oversee execution of SF312 and Security Briefing Statement and conduct initial Security Briefings and employee debriefings as required.

6. Maintain digital personnel security files and fingerprints for FLRAA Program personnel in sensitive billets and ensure that all personnel security files have required documentation for DCSA audits.

7. Administrator of collateral classification management for the FLRAA Program, responsible for classified safeguarding, marking, reproduction, generation/transmittal/receipt, retention, and destruction that complies with government and contractual requirements.

8. Serve as the National Security Agency (NSA) appointed Assistant COMSEC custodian for the FLRAA Program, with responsibility to receive, transfer, safeguard, and destroy all COMSEC material issued to Bell in compliance with NSA policy and requirements mandated by the NSA/CSS Policy Manual 3-16.

9. Responsible for the preparation, transmittal, and maintenance of all FLRAA Program DD Form 254s (Department of Defense Contract Security Classification Specification) for Bell Subcontractors performing classified duties.

10. Maintain a close working relationship with subcontractor FSOs/Security Managers to ensure vendor facility security programs comply with government customer requirements.

11. Maintain established working relationships and confidentiality with Bell Human Resources and Ethics personnel to ensure proper employee personal information protection while supporting internal investigations or personnel actions.

12. Maintain close coordination with multiple government agencies, such as DCSA, NSA, Defense Contract Management Agency (DCMA), Central Office of Record (COR), Electronic Key Management (EKMS) and military program and base personnel, in order to safeguard Bell’s FLRAA Program Personnel, Property, and Technology.

13. Process and approve paperwork for new hire personnel that require access to Bell facilities. Process and route various passes and requests, including material package and parking passes. Process and follow procedures for overseas travel of employees.

14. Assist in the scheduling, conduct, and documenting of all manner of screenings, pre- and post-travel briefings, threat briefings, and annual compliance training presentations, to safeguard sensitive information and material resident at Bell and meet FLRAA Program Office and NISPOM requirements.

15. Maintain knowledge of applicable government regulations, such as changes to 32 CFR Part 117, 2001, 2003, 2004, and/or SEAD 3 requirements, to include new Industrial Security Letters and procedures, as necessary to maintain compliance.

16. Assist the FLRAA PSM with the following security aspects:

a) Personnel Security, to include badges and identification, the investigation and maintenance of personnel security clearances, and personnel security reporting requirements

b) Physical Security, to include alarm response, key-lock control, security combination changes and tracking, and security camera support
c) Review electronic communications such as email reports and follow up with employees to obtain additional info as required by policy and procedures.
d) Support Security team or lead efforts involving various miscellaneous security forms and logs, as well as adhering to corporate policies on protecting intellectual property, PII protection, property removal, Insider Threat Program, and other such policies.

f) Assist with any and all areas of responsibility required for compliance with 32 CFR Part 117, to include routine self-inspections, annual DCSA Security Reviews, investigations of security incidents and infractions, etc…, as needed.
g) Provide recommendations to the Global Security team for improving efficiency, customer service, and incorporating automation.

17. Perform other tasks as directed by executive management and or Chief Corporate Security Officer (CSO).


Basic Qualifications:

  • Bachelor’s degree from an accredited college in a related discipline OR completion of the CDSE Facility Security Officer (FSO) course
  • 5+ years of Industrial Security experience
  • Knowledge/experience using Microsoft Office applications
  • Knowledge/experience with 32 Part 117 2001, 2003, 2004, & SEAD 3 Requirements
  • Possession of, or the ability to receive and maintain, a finally adjudicated SECRET Security Clearance
  • Ability to act and complete tasks independently with minimal supervision or support from team members
  • Excellent people skills, with experience leading and collaborating in a multi-disciplinary, diverse, and dynamic team environment
  • Excellent written and verbal presentation skills able communicate well with team members, customers, program managers, and senior leadership
  • Demonstrate excellent organizational, decision-making, and problem-solving skills
  • Ability to handle multiple tasks and priorities in a dynamic environment


Preferred Qualifications:

  • Knowledge of DoD Security forms and the personnel security clearance background investigation process
  • Ability to operate standard DoD Security clearance databases and tools, including DISS, NISS, and eQIP
  • Experience with DISS/eQIP/NISS/Access Commander
  • Experience with the receipt, transmission, destruction, and storage of classified information
  • 7+ years of Industrial Security experience with a U.S. cleared defense contractor with specialization in classification management and/or COMSEC custodian
