The Department of Transportation and Public Facilities (DOT&PF) Central Design and Engineering Services is looking for a flexibly staffed Right-of-Way Agent 2/3 to help us Keep Alaska Moving!
What you will be doing:
The Department of Transportation and Public Facilities is seeking a highly motivated individual to fill a permanent Right-of-Way Agent position in Anchorage. As a Right-of-Way Agent, you will be part of a team of seven that acquires real property for state transportation road and airport projects in Southcentral and Western Alaska. You will valuate market value of lands and negotiate to acquire easement and fee interest in said lands, relocate affected households and businesses to include calculating relocation benefits according to the Uniform Relocation Act and administer and manage contracts for acquisition and relocation activities by private contractors.

The position has a private semi-private cubical with windows facing northwest and views of Mt. Susitna at the Central Region Headquarters building on Lake Hood (4111 Aviation Dr.), off International Airport Road in Anchorage. Office hours are flexible, work schedules that allow for short work weeks, teleworking in accordance with established policies.

Right of Way Agent 2
Any experience that provides the applicant with competencies in:
- Arithmetic: Performs computations such as addition, subtraction, multiplication, and division correctly using whole numbers, fractions, decimals, and percentages.
- Compliance: Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with State and federal laws, regulations, and guidance.
- Geography: Knowledge of geographical locations, and city, borough, state federal governments; their relationships and characteristics.
- Interpersonal Skills: Treats others with courtesy, sensitivity, and respect. Considers and responds appropriately to the needs and feelings of different people in different situations.
- Reading: Understands and interprets written material, including technical material, rules, regulations, instructions, reports, charts, graphs, or tables; applies what is learned from written material to specific situations.
- Real Estate: Knowledge of real estate principles, practices, markets, and values.
- Standards: Knowledge of standards that either are compliant with or derived from established standards or guidelines.

Professional experience as an agent for public, personal, or commercial real property transactions, or in surveying or engineering in any of the following: searching, analyzing, and evaluating real property titles; preparing legal land descriptions; appraising real property; acquiring, managing, or disposing of public, personal, or commercial real estate; providing relocation assistance to displaced persons; or drafting of land use permits or agreements.
Right of Way Agent 3
Any experience that provides the applicant with competencies in:
- Analytical Thinking/Problem Solving: Uses a logical, systematic, and sequential approach to address problems or opportunities or manage a situation by drawing on one’s knowledge and experience base and calling on other references and resources as necessary.
- Geography: Knowledge of geographical locations, and city, borough, state federal governments; their relationships and characteristics.

Professional experience in the acquisition, management, or disposal of public or commercial real property that included conducting or overseeing title examining, surveying, engineering, appraisals, negotiations with buyer or seller for acquisition or relocation, performing eminent domain actions; or managing property in the preparation of land use permits, agreements, easements, and acquisition and disposition documents.

FLEXIBLY STAFFED
This position is flexibly staffed. This vacancy may be filled at either the Right-of-Way Agent 2 or Right-of-Way Agent 3 level depending on the applicant's training and/or experience. If filled at a lower level, incumbent will have the opportunity to advance to the next level upon management's assessment that the incumbent is performing adequately and has successfully completed the training plan and meets the minimum qualifications of the higher level.
