Job Summary

This position is located at Naval Air Station North Island, San Diego. The Quality Manager is responsible for assuring performance objectives and standards identified in the Environmental Services Contract for NAVFAC Southwest are met including IDIQ services.

Basic Duties

The Quality Manager provides technical guidance, reports and procedures for operations to enhance compliance with environmental, health & safety and contract requirements. EPS personnel review regulations and permits and instruct operations on proper compliance actions. The Quality Manager prepares reports and other documentation to document compliance activities.

  • Audits and maintains inspections records and provides operations with instructions for completion of the inspections as well as notifications to management and the Navy.
  • Signature authority for IWOW Published SOPs.
  • Assists the Navy in hosting regulatory agency inspections (e.g., DTSC, APCD) and provides records and prepares responses to inspections as needed.
  • Reviews new regulations and provides interpretations for effect on operations and also prepares instructions on compliance with new and modified regulations.
  • Maintains Environmental Management System (EMS) ISO 14001 registration; opening, closing, approving and verifying Correction Action Requests (CARS), Action Plans, conducting internal audits and updates to the EMS as well as scheduling external audits.
  • Generates Annual Facility Report, Biennial Hazardous Waste Report and P2ADS Report using Navy application (HWMS) and submits to the Navy for their submission to the state or to other Federal Agencies as applicable.
  • Leads Root cause analysis investigations; Aspects, Impacts, Risk Analysis
  • Develops the Functional Inspection Plans and Quality Control Management Plans for the Environmental Services contract
  • Responsible for the monthly QC Reports for IWOW and CSW

Key Requirements

  • Position requires a professional knowledge of environmental regulations and practices including regulations pertaining to hazardous waste management, air pollution control and waste water discharge. Experience with regulatory permitting, compliance and inspections is required.
  • Must be eligible to obtain government computer access card (CAC).
  • A BA or BS Degree in a technical discipline or business. Five or more years of experience in environmental compliance in an industrial setting or enforcing Quality Management System programs on contracts of similar size, scope and complexity is required. Demonstrate experience in Quality Management such as ASQ certification, ISO, Six Sigma, etc.
  • A portion of the work is in an office environment with a significant amount of work in the plant, and involves conditions that require special personal protective equipment. Required to work onsite and be available within 2 hours after normal Navy duty hours.
