Position Summary:The Public Health & Government Programs Project Manager will assist the Operations Manager and Supervisor in the coordination and oversight of audits, marketing materials; provide updates to contracts and exhibits; ensure tracking and fulfillment of materials; develop and maintain key metric dashboards; coordinate operational execution of contract requirements and deliverables; and other duties as assigned.
The Project Manager will act as the single point of accountability to Medicaid operations, direct, and coordinate activities of assigned projects that are moderate and/or large in scope to ensure that the goals and objectives are accomplished with high quality, meets compliance, stays within established timeframe, meet and/or exceed customer and/or business expectations/needs.
This position is currently full time PST Hybrid position for candidate living in OR or WA.

Required Skills, Experience & Education:
- Bachelor’s in Business, Healthcare Administration, or related degree is highly preferred
- Minimum of two years of work experience of successfully managing and working through a range of small-to-midsize projects of increasing complexity.
- Training in, and demonstrated understanding of, standard PMI methodologies.
- Holds a PMP certification from PMI is preferred.
- Experience in facilitating change, including collaboration with management stakeholders.
- Have significant experience as skilled individual contributors (team members) on successful projects in similar business or technical domains.
- Preferred one year experience in Oregon’s Medicaid Coordinated Care Model and regulations
- Ability to evaluate and recommend benefits and provider programming strategies based on OHP administrative guidelines.
- Manages projects with an average/high level of complexity with minimal supervision.
- Supports day-to-day Medicaid operational activities.
- Be adept at engaging with an array of internal and external stakeholders
- Oversee and control any external resources
- Must be confident and politically attuned enough to build partnerships and encourage collaboration between individuals and teams.
- Work in a dynamically changing environment, in which people flow in and out of the loop depending on project phase, processes shift and change, technologies' importance to the task rises and falls, and business rules are subject to interpretation.
- Assumes primary control of major projects of significant size and risk.
- Plan, schedule, and track projects with scope control responsibilities.
- Continually identify, prioritize, and mitigate project risks.
- Manage the team, driving motivation, collaboration, and performance.
- Track short-term project metrics
- Can estimate the project's effort from functional requirements, working with technical domain experts. Can prioritize trade-offs between on-time or on-scope
- Coordinate and have oversight of the operational execution of all Medicaid Operations contractual requirements and deliverables which are not limited to:
- Compliance Monitoring Review
- Mental Health Parity
- DSN Narrative & Capacity Report
- Affiliated Medicare Advantage Report
- Provider Access Surveys
- Specific Medicaid Committees
- Member and provider materials and websites
- Ad hoc audits and deliverables
- Manage deliverable submission materials to verify documents are accurate and meet protocols and requirements
- Can implement project change process, as appropriate for scope control and change processes. Can debate effectively for or against project changes, as appropriate.
- Sufficient communication and organization skills to implement a formal communications plan.
- Capable of project risk assessment, monitoring and mitigation planning.
- Strategic establishment of key performance indicators, dissemination of finding and documentation of lessons learned
- Team leadership skills sufficient to facilitate conflict and issue resolution.
- Support project-chartering process and setup
- Develop and manage the operational dashboard for Medicaid Services
- Strategic development and management of all member and marketing materials. Adhere to Oregon Health Authority (OHA) and Health Share of Oregon requirements and coordinate review and approval of materials which include but are not limited to:
- Medicaid Member Handbook
- Medicaid Welcome Packets
- Medicaid Annual Notification
- Ad hoc
- Medicaid Representative in any State or external partner workgroups pertaining to audits or deliverables
- Cross functional work with other members of the Medicaid Operations team
- Performs other duties as assigned.
