Job Title: Planning and Zoning Clerk

Kind of Work
This position is responsible for work of moderate difficulty and varied nature, providing clerical and administrative support to the Planning, Building and Zoning Department. The employee is supervised by the Planning Director.

Knowledge, Skills and Abilities
Knowledge of office operations and procedures including but not limited to bookkeeping and computer programs necessary to perform the job. Proficient in operating office equipment and maintaining an filing system. Ability to communicate orally and in writing; work well under pressure; handle multiple tasks; establish working relationships with co-workers, officials and general public; provide courteous service to customer; provide constructive feedback to supervisor; and meet deadlines. It is preferable to have knowledge of Putnam County Appraiser and Clerk of Court websites, including ability to research property database and knowledge of ADG Building Permitting and Funding Management software.

Primary Duties

These job functions are not to be construed as a complete statement of all duties performed. Employees may be assigned additional duties by management as deemed necessary.

  • greet the public, assist with answering the telephone calls and providing the public with assistance and information pertinent to the department;
  • assist with inputting business tax receipts registration applications into automated permitting system and assist with renewals;
  • maintaining City Business Licenses
  • maintains department files and plans in accordance with Florida Records Management practices, policies and procedures;
  • assist with scheduling Fire Marshal and Zoning Administrator inspections and meetings
  • ;
  • assist in maintaining and purchasing office supplies;
  • assist in maintaining and updating electronic permitting and fund management systems;
  • distribute mail daily;
  • assist in preparing daily deposits and maintaining petty cash, receive payments and issue receipts;
  • assist in maintaining and updating hard copy and electronic forms and applications;
  • assisting the public with the basic planning related inquires such as property zoning and future land use map classifications, allowable uses, conditional uses, accessory uses, and nonconforming uses;
  • assist the public with special events and facility rental applications;
  • update website for Planning Board packets, and as requested by Planning Director;
  • assist Planning Director as needed with the preparation of City Commission agenda items, and
  • performing related work ad required;
  • prepare agendas, record minutes, advertising notices and coordination of City Advisory committees (Planning Board, Historic Planning Board and others)
  • perform other duties as assigned by supervisor

Qualifications

  • High School Diploma or possession of an equivalency diploma; and two (2) years of progressively responsible office work, government or development/construction related work preferred
  • History of safe work habits and clean driving record
