The incumbent operates on a broad delegation of authority with independence of judgment and action. This supervisor effectively manages the clinical areas to ensure they are optimized within assigned service area and meets VHA, OIG, DEA, Joint Commission (etc.) regulations and requirements and provides survey readiness in the area. The incumbent continuously assesses priorities and redirects staff to ensure that workload demands are accomplished in the most effective, efficient, safe, Veteran-Centric and economic manner possible. This is accomplished through quality assurance. The incumbent has a significant role in patient safety and will be an active and engagement member within patient safety. Communication and teamwork is the mainstay of the position and the incumbent will ensure that all communication to internal and external customers is timely and accurate. Integration, teamwork, and exceptional customer service within the Pharmacy and Hospital administration is paramount.
The incumbent ensures all policies and procedures regarding work of the clinical areas responsibilities are accurate, current and in-line with all VHA standards and accrediting bodies. The incumbent is responsible for reviewing, coordinating and approving all leave requests for above personnel while ensuring optimal communication regarding leave requests. They will also resolve internal and external complaints in a constructive and fair manner. The incumbent assists other pharmacy managers and staff to identify areas of duplication of efforts, develops solutions, reduce waste, save costs and improve patient care through on-going performance assessments. The incumbent will ensure employees payroll is submitted in a timely manner, establish and maintain employee competency records, prepare and review performance evaluations and appraisals, provide timely feedback regarding performance to employees, and partners with HR and Unions with employee relations.

Supervisory:
(1) Effectively manages staff to assure optimal clinical care and medication distribution workflow are optimized within assigned service area. Continuously analyzes and reassesses priorities, redirecting staff to assure that workload demands are accomplished in the most effective, efficient and economic manner possible.
(2) Prepares and maintains the assignment schedules for pharmacists, residents, students, and volunteers in a manner that provides adequate coverage in each area and that is timely for distribution.
(3) Develops clear performance plans and metrics to meet those plans that are aligned with High Reliability (HRO) principles.
(4) Develops and executes high quality training program for new hires, students, and residents.
(5) Reviews, coordinates and approves all leave requests for inpatient pharmacists as well as serving as a back up for technicians or other pharmacists as assigned.
(6) Resolves conflicts among clinical inpatient workgroup in a constructive and fair manner; coordinates training and develops and implements performance plans when necessary
(7) Coordinates technical and customer service training sessions and ongoing performance assessments.
(8) Establishes and maintains all direct reports employee competency records in coordination with the administrative support of the Pharmacy Secretary/Administrative Officer. Prepares, reviews, and completes performance evaluations and appraisals timely and accurately by defined due dates. Provides quarterly progress reviews with inpatient pharmacy technicians.
Program Management
(1) Ensure compliance with all VHA Directives and all accrediting bodies (such as Joint Commission/OIG/FDA/DEA) and perform survey readiness. Reviews historical data of findings and presents survey readiness and serves as the pharmacist representative for survey readiness committees.
(2) Performs quality assurance on areas, reviews, tracks, and trends usage, develops policies, /SOP related to inpatient pharmacy services.
(3) Develops, conducts, and reports quality improvement monitors for pharmacy service.
(4) Develops and maintains accurate policies and procedures related to clinical inpatient pharmacy.
(5) Acts as a liaison between the quality department and the Pharmacy Service to solve problems, clarify orders, provide additional information needed, and to improve communications.
(6) Expert in operational areas of inpatient Pharmacy Services and involvement in and can speak to processes and procedures.
(7) Evaluates pharmacy areas for any process and/or improvement and presents proposals to pharmacy leadership.
Identifies, interprets, and resolves prescribing and dispensing issues, including pharmacotherapeutics and the formulary. Documents interventions.
Other Duties as assigned.
Work Schedule: Monday-Friday 7:00am-3:30pm, nights, weekends, holidays as needed.

Qualifications
- United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
- Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree.
- Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia.
Grade Determinations:
Creditable Experience
(1) Knowledge of Professional Pharmacy Practices. To be creditable, the experience must have demonstrated the use of knowledge, skills, and abilities associated with professional pharmacy practice. Professional practice means paid/non-paid employment as a professional or unlicensed graduate pharmacist as defined by the appropriate licensing board.
(2) Residency and Fellowship Training. Residency and fellowship training programs in a specialized area of clinical pharmacy practice may be substituted for creditable experience on a year-for year basis. The pharmacy residency program must be accredited by the American Society of Health System Pharmacists (ASHP). A fellowship program that is not accredited by the American College of Clinical Pharmacy (ACCP) will need to have comparable standards for experience to be creditable (Professional Standards Board refers to the Deputy Chief Consultant for Professional Practice for the determination).
(3) Quality of Experience. Qualifying experience must be at a level comparable to pharmacy experience at the next lower level. Experience as a Graduate Pharmacist is creditable provided the candidate was used as a professional pharmacist (under supervision) and subsequently passed the appropriate licensure examination.
(4) Part-time Experience. Part-time experience as a professional pharmacist is credited according to its relationship to the full-time workweek. For example, a pharmacist employed 20 hours a week, or on a 1/2-time basis, would receive 1 full-time workweek of credit for each 2 weeks of service.
For this position you must demonstrated the following:
1 year of experience equivalent to the next lower grade level GS12, or completion of an ACPE-accredited Pharm.D. program.
AND, demonstrate the following knowledge, skills, and abilities:
1. Knowledge of professional pharmacy practice.
2. Ability to communicate orally and in writing to both patients and health care staff.
3. Knowledge of laws, regulations, and accreditation standards related to the distribution and control of scheduled and non-scheduled drugs and pharmacy security.
4. Skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.
Preferred: Completion of PGY-2 Health System Pharmacy Administration and Leadership Residency or previous leadership experience preferred.

(1) The incumbent must be physically and mentally able to efficiently perform the duties of this position.
(2) The work requires regular and recurring physical exertion, involving standing for prolonged periods of time, frequent twisting/turning, and bending/stooping.
(3) Frequent manipulation of IV preparation will require repeated dexterity exertion with pressure up to 20 pounds.
(4) The incumbent must be able to perform lifting/carrying, pushing, or pulling different types of equipment such as cabinets, carts or supplies weighing at minimum 50 pounds through various terrains.
