The Work You Will Do:

This is an OPS Planning Analyst position in Tallahassee, Fl with the Department of Economic Opportunity working under the Bureau of Community Planning and Growth within the Division of Community Development. This position is responsible for implementing Chapter 163, Part II, Florida Statutes and the provision of technical assistance to local governments.

THE HIRED CANDIDATE WILL BE RESPONSIBLE FOR THE FOLLOWING:


Your Specific Responsibilities:

Duties and Responsibilities

This is an OPS professional planning position. Under supervision, this position is responsible for implementing the Local Government Comprehensive Planning Program (Chapter 163, Part Two, Florida Statutes), and/or the Areas of Critical State Concern Program (Chapter 380.05, Florida Statutes). This position also serves various interagency coordinated review functions (Federal Coastal Consistency, MPO Transportation Plans, Deepwater Port Master Plans, Campus Master Plans, etc.) and provides technical assistance to local governments. The position is responsible for conducting in-depth review of projects requiring a broad knowledge and expertise in planning principles and techniques and the use of independent judgment. General duties may include, but shall not be limited to:

  • Assists in reviewing comprehensive plans and plan amendments and other documents for consistency with Chapter 163, Part II, Florida Statutes. Prepares reports summarizing the review, including identifying issues, analyzing consistency with growth management laws, identifying strategies to achieve consistency with state laws and making recommendations for resolving issues with local governments and interested parties.
  • Assists in evaluating land development regulations and prepares reports in accordance with Chapter 380.05, Florida Statutes, the Principles for Guiding Development and relevant Florida Administrative Codes.
  • Assists in reviewing environmental resource permits, requests to dredge and fill, dock siting plans, revetments and other development proposals under the Coastal Zone Management Program and prepares recommendations for agency action.
  • Assists in reviewing development orders, permits and other development approvals for consistency with the adopted comprehensive plan, land development regulations, Principles for Guiding Development, Florida Administrative Codes, and develops recommendations for agency action.
  • Provides technical assistance to local governments and communities on planning issues.
  • Participates in interagency meetings, workshops, and public meetings.
  • Other duties as assigned.

Knowledge, skills and abilities, including utilization of equipment, required for the position:

Knowledge of urban and regional planning concepts;

Knowledge of growth management;

Ability to understand and apply Chapters 163, Part II, and 380.05, Florida Statutes;

Ability to learn Geographic Information Systems and property appraiser records, and in interpretation of building and site plans preferred;

Knowledge of the land development process and permitting programs;

Skills in both written and verbal communication;

Ability to establish effective working relationships and negotiate effectively;

Ability to perform word processing on a personal computer;

Ability to apply planning methodologies, such as population projection;

Ability to apply critical thinking for most planning problems;

Ability to independently exercise sound judgment performing duties;

Ability to handle multiple projects and manage time efficiently;

Ability to provide technical assistance to local governments;

Ability to travel and represent the Department on committees and provide effective presentations to elected officials and staff.
