The Work You Will Do:
Deepwater Horizon Program, within the Division oF Water Restoration Assistance. This position will assist with initiating contract and grant agreements and will manage executed funding agreements associated with the Deepwater Horizon oil spill (DWH). In addition, this position will serve as a liaison between Department Project Managers, Legal office, Contract and Grant Administration, Finance & Accounting (F&A), and vendors/grantees for execution of agreements.

You will manage funding agreements within DEP for a program specifically tasked with managing three funding streams that came under DEP’s management as a result of the Deepwater Horizon explosion in the Gulf of Mexico in 2010.

- This position is located at 3900 Commonwealth Blvd, Tallahassee, Florida.
- Tallahassee is a mid-sized city, the capital of the state of Florida, and is known for its beautiful parks and trails, rolling hills, canopied roads, museums, and natural resources.
- It is located less than an hour from Gulf of Mexico beaches, the Apalachicola National Forest, the St. Marks Wildlife Refuge, and waterbodies like bays, creeks, rivers, and springs to explore.
- Tallahassee is also home to the following college campuses: Florida State University (FSU), Florida A & M University (FAMU), and Tallahassee Community College (TCC).

Pay:

Your Specific Responsibilities:
The OPS Grants Specialist is responsible for managing funding agreements and therefore processes payment for vendor invoices, reconciles outstanding agreement balances monthly, drafts scopes of work, monitors amendments and change orders to contracts and grant agreements, routes agreements for signature, researches discrepancies and submits corrections to the F&A section. Assists with preparing annual reports of DWH projects required by Gulf Coast Ecosystems Restoration Council (RESTORE Council) and the Natural Resource Damage Assessment Trustees. Gather financial data from F&A, and gather project information from project managers, prepare and submit DWH annual reports by project number.
Required Knowledge, Skills, and Abilities:
- Ability to communicate effectively verbally and in writing.
- Ability to establish and maintain effective working relationships.
- Ability to perform accurately in a detail-oriented environment.
- Ability to prioritize, organize, and perform multiple work assignments under deadlines.
- Ability to compile, proofread, and route contract and grant agreements/amendments for review and execution.
- Ability to use State’s contract/grant management systems (FACTS and SharePoint).
- Ability to create and update FACTS workbooks for submittal.
- Knowledge of and the ability to interpret and apply state related policies, procedures, principles, and practices.
- Knowledge of and proficient use of computer applications to include Microsoft Word, Teams, Excel spreadsheets and Adobe Acrobat.
- Knowledge of the concepts, principles, and practices of contract/grant management, invoice review, processing and submittal.
- Knowledge of State’s accounting and procurement systems (MFMP and ELFF) is preferred.
Minimum Qualifications:
- A valid driver’s license.
- High school diploma and 2 years of experience with federal or state contracts and grants.
Preferred Qualifications:
- Experience in managing state agreements and contracts and the state procurement process.
- Florida Certified Contract Manager (FCCM) status.
- Excellent communication and people skills.
- Excellent organization and time management skills.
