Examples of Work

Act as the Statewide expert on winter operations, severe weather forecasting, and response.

Issue weather forecasts and then perform complexity analysis to determine the level of response required for pre-storm operations.

Use forecasting and meteorological knowledge (understanding models and data to be able to translate to information that is understood by the layman) to evaluate, monitor, and communicate year-round weather conditions and safety concerns to NDOT field staff

Manage the Nebraska Pathfinder program, Initiate Pathfinder event discussions in NWS Chat based on the forecast, set up and lead conference calls with all of NDOT’s partners before pathfinder events, lead after-action reviews and post-season reviews that involve all NDOT partners, Liaison with the National Weather Service (NWS) offices.

Serve as the main point of contact to stakeholders outside of the Operations Division to verify meteorological information including timing and severity to ensure public information pushed through social media and press releases has the maximum impact and reflects the most current and accurate information

Provide context on the impact of weather on road surfaces to help communicate road conditions to the traveling public with enough advance to help them make informed decisions. Sorts through and helps identify social media from meteorological partners and other DOTs for effectiveness in communicating essential messages for hazardous weather including snow, tornado, thunderstorm, dust, etc.

Run programs on calculating the Nebraska Winter Severity Index (WSI), Manage and maintain statewide snowfall totals to be used in the WSI in support of agency-wide performance measures, Run cost analysis on winter maintenance in reference to the WSI specific to statewide and district levels, Run analysis on the WSI to break it down to by district, by month, by season, by superintendent area, Use the analysis from the WSI to compare to material usage and personnel hours. Run statistical analysis on MDSS maintenance recommendations and actual material usage by the district. Compare these values to the WSI to find any correlation. Research ways how to improve the MDSS system, Liaison with University in research pertaining to MDSS.

Qualifications / Requirements

REQUIREMENTS: Bachelor's degree in statistics, mathematics, economic/social science research methods, or a related field of quantitative analysis and two years experience in research and evaluation involving the application of statistical methods and techniques to program, administrative, survey, or demographic data; additional experience in this work can be substituted for the required education on a year for year basis or Post Bachelor's degree in statistics, mathematics, economic/social science research methods, or a related field of quantitative analysis. analysis.

PREFERRED: Bachelor’s degree in meteorology, physical sciences, mathematics, economic/social science research methods, or a related field of quantitative analysis and one year of experience in a combination of weather forecasting, meteorology, data collection and manipulation, analysis, reporting, and support; additional experience in this work can be substituted for the required education on a year for year basis. Experience with: GR Analyst; Bufkit; Cisco Webex; IDV, RStudio; Python; Maintenance Decision Support System(MDSS); Road Weather Information Systems (RWIS); ATMS software packages; ATIS software packages; database management; the Nebraska state highway system.

OTHER: Regular and reliable attendance. Valid Class O Drivers license. Must be able to be reached to report to work outside scheduled work hours for highway emergencies within a specified time frame. Some overnight travel may be required.
