The City of San Leandro's Wastewater Treatment Division provides operation and maintenance of the Water Pollution Control Plant, 125 miles of sanitary sewer pipeline, 13 remote sewage pump stations, and the inspection and maintenance of the City's storm water collection system. The Maintenance Mechanic II performs advanced maintenance and troubleshooting of electrical and mechanical equipment at the Water Pollution Control Plant, and the remote lift stations. As a member of a relatively small team, this is an excellent opportunity for an experienced wastewater mechanic to use and extend their skills and provide leadership and mentorship for other members of the team.
Position Definition:
Performs routine and general maintenance mechanical work at the Water Pollution Control Plant facilities, including wastewater and storm lift stations and other field locations. Incumbents perform a variety of skilled and unskilled tasks including equipment installation, maintenance and repair, construction, plumbing, cement work and heavy equipment operation; performs related work as required.
Distinguishing Characteristics:
Performs a variety of skilled tasks including plumbing, welding, equipment repair and construction in connection with the maintenance of facilities; acts in a lead capacity; ensures proper use of equipment and safety procedures at job sites; ensures acceptable quality of work performed; ensures project work meets industry standards; maintains computer database on all work orders; trains and participates in the review and evaluation of entry-level employees and performs related work as required. The Maintenance Mechanic II is distinguished from Maintenance Mechanic I by the higher level of skills and responsibility.
Supervision Exercised and Received:
Provides lead direction over lower level staff. Receives limited supervision from a section supervisor.
Essential Functions: The functions of the classification may include, but are not limited to, the functions below and are subject to changes in operational necessity.
Inspects, diagnoses and performs major and minor repair and maintenance work on motors, pumps, boilers, hydraulic equipment, generators, filters, incinerators and other plant equipment;- Trains new maintenance employees in the proper techniques in equipment repair, plumbing, welding, construction and heavy equipment operation;
- Ensures that the crew uses proper safety procedures while ensuring that tasks are done in a timely and effective manner to met division objectives;
- Troubleshoots, installs and repairs a wide range of equipment such as pumps, motors and valves, compressors, blowers, gauges, controls, metering equipment, drives, grinders, level indicators and other plant equipment;
- Works in demolishing and safely removing concrete structures, reinforcements, slabs, clay pipes, etc.;
- Troubleshoots equipment operation by reviewing instrumentation and controls; calibrates chemical feed analyzers and controllers;
- Completes concrete, carpentry, masonry and metal fabrication work incidental to maintenance projects;
- Operates or assists in the use of tools such as jack hammers, cranes, backhoes, tampers and front end loaders;
- Maintains equipment inventory, orders and replaces equipment and supplies;
- Maintains and updates computer database on all work orders;
- Services equipment such as gauges, controls, and metering equipment and level indicators;
- Installs, maintains, repairs and replaces plumbing and piping systems which serve the plant wastewater and storm lift stations, EBDA Dechlorination Station and other field locations;
- Performs research on equipment applications and availability; provides supervisor with equipment specifications, vendors and the pricing of replacement parts, equipment and supplies;
- Follows all safety rules and protocols included in the Injury and Illness Prevention Program; takes appropriate action as required to identify and correct safety hazards and report safety concerns to their supervisor;
- Performs required duties under the City's disaster response plan;
- Responds to emergency situations or call outs on an on-call basis; and
- Performs essential functions included within Maintenance Mechanic I classification specification as required.
- Performs other duties as assigned.
Minimum Qualifications
Knowledge of:
Equipment maintenance, troubleshooting and repair, plumbing and piping systems, construction work, heavy equipment operation and welding;
Standard practices, materials, tools and equipment used in the mechanical or electrical repair of more advanced mechanical equipment systems;
Building maintenance and construction work;
Standard maintenance practices and safety standards;
Knowledge of various types of valves used at the Plant and the principles for proper application;
Proper surface preparation, paint and coatings and drying bed maintenance; and
Confined space entry equipment.
Ability to:
Perform routine, preventive and corrective maintenance tasks including pumps and valves, miscellaneous equipment, and piping/plumbing; welding, heavy equipment operation and construction/demolition;
Work independently under general supervision;
Use and care for tools and equipment;
Complete assigned work in a safe and effective manner while meeting division objectives;
Establish, maintain and foster positive and harmonious working relationships with those contacted in the course of work;
Read labels and Hazardous Materials Safety Data Sheets for chemicals and other written materials;
Operate heavy equipment;
Perform varied welding tasks;
Use a computer;
Read and interpret blueprints, sketches and diagrams;
Work with high voltage equipment and machinery;
Act as crew leader when required;
Use confined space entry equipment including gas monitors, retractable lanyard, personal protective equipment and Self-Contained Breathing Apparatus (SCBA); and

Experience and Education Guidelines: Any combination equivalent to experience and education that would most likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:
Education: High school diploma or certified equivalent (GED).
Experience: Three years of experience involving equipment maintenance, repair and troubleshooting, plumbing, construction and heavy equipment operation. Experience in a wastewater treatment plant is highly desired.
Licenses/certifications/other requirements: Must be willing to work such hours as are necessary to accomplish the job requirements; travel to attend meetings; seminars and conferences. Classification requires the possession and continued maintenance of a valid class "C" California driver's license for operating a motor vehicle.
Possession and maintenance of CPR and First Aid certification.
Possession and maintenance of a California Water Environment Association (CWEA) Plant Maintenance Grade I Mechanical Technology and Electrical/Instrumentation certificate by date of hire.
Possession by the end of probationary period and maintenance of a California Water Environment Association (CWEA) Plant Maintenance Grade II Mechanical Technology and Electrical/Instrumentation certificate.
Conditions of Work: During the course of performing the functions of this position, the employee may encounter the following conditions: working indoors, working outdoors, heights, moving machinery, temperature changes, dust, fumes, smoke, gasses, chemicals, noise, electrical energy, computer monitor use, solvents, grease, oil, confined space entry equipment, working alone or with other individuals.

2. Structured Oral Interview (weighted 100%). Candidates must achieve a passing score of 70% or higher in order to be placed on the Eligible List. Interviews are anticipated to be scheduled during the week of January 16, 2023. No make-up dates will be offered.
3. Departmental Interview. Top scoring candidates on the Eligible List will be invited to interview with the department hiring manager and/or team members. This date is to be determined.
4. Job Offer. The selected candidate will receive a conditional job offer, subject to passing pre-employment conditions which may include, but is not limited to, background check, criminal history check, medical, and verification of a valid California driver's license. If a pre-employment condition is not successfully met, the City reserves the right to rescind a job offer.
