You will have the opportunity to work in a brand new Missouri industry as a regulator for licensed entities that are authorized to grow, produce and sell marijuana to qualified Missouri patients. License Specialists work with licensed entities to assist them with various business updates including ownership and location changes. You will also work collabaratively with Licensees to ensure continued compliance and good standing with Article XIV and the rules and law that regulate the industry. This program is ever-changing, fast paced, and is expected to grow and develop for years to come.
What you’ll do:
- Conduct reviews and audits of licensee’s records, data reports, and any other relevant programs and activities conducted by the licensee which are affected by state regulations. Following a formal review or audit, the License Specialist will draft a report and notate compliance conformance in the conclusion of each finding.
- Conduct compliance reviews and unannounced audits of medical marijuana/cannabis licenses to ensure compliance with minimum standards for licensure as defined by state regulations. Audits include a review of the member’s or shareholder’s ownership interest and individuals engaged in the offer, sale, transfer, or lease of the company.
- Reviews and analyzes complex business documents such as: loan documents, partnership agreements, branding agreements, by-laws, articles of incorporation, sales agreements, asset purchase agreements, merger agreements other financial or contractual agreements or data provided by the Licensees to evaluate the companies' operational suitability and compliance with state regulations.
- Evaluates current operational commitments, processes and procedures to licensee’s proposal of a change of ownership, material deviation, change of location, and transfer of entity or request to combine facilities in determining operational impact and conformance of imposed state regulations and make recommendations for approval or denial.
- Participates in recommending changes to rules, regulations, technical standards, and internal policies and procedures governing medical marijuana/cannabis licensure compliance.
All you need for success:
Minimum Qualifications
- Auditing background or experience in detailed review of business documents and ownership structures desirable.
- Excellent technology skills, including Excel and other case management type systems.
- Must be comfortable and excited about change on a regular basis.
- Must have a lot of initiative and problem solving skills.
- Graduation from an accredited four-year college or university with major specialization (approximately 18-30 semester hours) in accounting, finance, insurance, risk management, business, or closely related areas (Related professional experience may be considered for substitution.), and two-four years of relevant experience.
