We are hiring a Labor Compliance Analyst to support large, public educational facility construction programs. This role will be based in the Los Angeles, CA area and will be supporting the construction of K-12 educational facilities. You will be teaming with project, program, and client leadership to provide premier educational facilities for our nation’s youth and adults seeking to better themselves through learning.

Responsibilities:
  • Work in close collaboration with our clients to implement, administer, and manage the Labor Compliance Program (LCP) in support of public works construction projects.
  • Monitor and ensure compliance by the Contractor with provisions of the Project Labor Agreement (PLA), State Labor Codes, and Federal Regulations.
  • Investigate and audit labor compliance related requirements and potential violations.
  • Work with appropriate staff identifying applicability of state/federal prevailing wage requirements as well as providing state and federal prevailing wage rates for inclusion in contract solicitation documents.
  • Prepare and present labor compliance requirements at pre-bid and pre-construction meetings for contracts subject to the payment of prevailing wages.
  • Respond to prevailing wage questions/concerns/matters that may arise from contractors and construction workers.
  • Facilitate the proper reporting of prevailing wages, fringe benefits, apprentice utilization, and resolution of employee wage violations.
  • Collect and review weekly Certified Payroll Reports (CPRs) and supporting payroll records (statements of compliance, fringe benefit statements, payroll deductions, apprentice registration, etc.) submitted by prime and subcontractors on a monthly basis.
  • Communicate with contractors to resolve discrepancies/inadequacies relative to CPR submittals.
  • Conduct investigations on alleged contractor violations uncovered from CPR reviews, site visits, worker complaints, etc.
  • Audit contractor documents when applicable; determine the forfeiture amounts for violations.
  • Notify affected contractor of audit, conduct pre meeting with contractor.
  • Provide labor relations support and implement any community workforce development programs and community business enterprise outreach programs.
  • Production of materials and presentations for use at stakeholders educational seminars.
  • Coordinate with certified Local Small Business Enterprises (LSBEs), Disabled Veteran Business Enterprises (DVBEs), and Social Enterprises to promote involvement by Contractors and Subcontractors.
  • Prepare periodic status updates with regard to the various Projects, including a description of any obstacles or barriers faced and lessons learned throughout the process.
  • Respond to requests regarding payroll related/labor compliance documents.
  • Attend meetings at the project site as needed, including pre bid meetings, pre-construction meetings and progress meetings.
  • Maintain files of working documents, including project interview and resolution paperwork.
Qualifications:
  • Bachelor’s degree from a recognized college or university preferred.
  • A minimum of 3 years' of experience supporting public works labor compliance programs.
  • Must have experience with prevailing wage enforcement, analysis, and auditing of labor compliance programs (LCPs).
  • Must exhibit knowledge of employment practices in the construction industry and demonstrate a strong working knowledge of the California Labor Code and Code of Regulations and Labor Compliance Programs.
