Job Description
The IS Project Manager 4 will report to an IT Manager of Operations and have responsibilities in one or more tower of Service Delivery of Ingalls IT Operations Department. Ingalls’ IT services and Infrastructure are outsourced and this position focuses on managing the governance processes and leading resources to ensure quality service is provided within contract parameters and compliance.
This position includes financial management, budget planning, and invoice reconciliation, identifying cost savings in operational utilization and contract billing, as well as special projects /internal proposal writing.
Most assignments are complex and performed independently without appreciable direction. Exercises considerable latitude in determining objectives and approaches to assignment. Acts as an advisor to senior management. Guides the successful completion of projects and may function in a project leadership role. Represents the organization as the prime technical contact on contracts and projects. Interacts with senior external personnel on significant technical matters often requiring coordination between organizations.
Basic Qualifications
Bachelor's Degree in related field with 10 years of relevant professional experience; Master’s Degree in related field with 8 years of relevant professional experience.
Experience in a fast paced environment with competing priorities.
Experience with Service Delivery governance or contract management.
Possess strong interpersonal skills including: Listening, Verbal and Nonverbal Communication, Handle Conflict, Teamwork, and Maintain a Professional Positive Attitude.
Proficiency in analyzing various data with an emphasis on financial information.
Preferred Qualifications
Experience with Government regulations that include, but are not limited to Sarbanes-Oxley (SOX), Controlled Unclassified Information (CUI).
Direct experience with large outsourced Service Contracts.
