Position Title: Housing and Heating Inspector

POSITION SUMMARY:
The person in this position is responsible for conducting onsite inspections for Housing Accessibility and Repair
Program (HARP), Community Development Block Grants (CDBG), Central Heating Improvement Program (CHIP) to repair and replacement heating system installations, Heat Pump installations, Above Ground Storage Tank installations and weatherization assessments at client homes.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Will create job specifications, receives and processes inspection orders for completeness, and documents potential problems and areas of concern as they may arise.
  • Will coordinate with contractors to inspect projects in accordance with the specified program guidance and procedures.
  • Estimates and evaluates Home Repair Network projects and services
  • Creates and issues job specifications
  • Ensures work is performed in accordance with the specified program guidance and procedures
  • Coordinates work of contractors
  • Visits client home to determine project scope
  • Oversees bid process as required for jobs
  • Ensures the work performed meets safety and quality standards
  • Visits job sites to ensure jobs are on schedule and to prevent reworks
  • Provides oral and written reports to supervisor on a weekly basis
  • Acts as intermediary between client and contractor
  • Ensures client satisfaction
  • Ensures all client files are complete and audit ready
  • Acts promptly to resolve complaints
  • Recommends safety improvements for the workplace environment
  • Performs energy audits/inspections
  • Enters data into auditing software to prepare audit for production
  • Oversees weatherization job from audit through final inspection, ensuring all items necessary to get a job into production are completed in a timely manner
  • Reviews data to determine material and labor requirements and prepares itemized lists
  • Interprets specifications, blueprints, and job orders to workers, and assigns job to crew or contractor
  • Estimates weatherization jobs and completes appropriate paperwork
  • Update Deferral project list as needed
  • Works closely with other auditors to ensure clients are served to the best of his/her ability

  • Ability to operate basic hand tools, power tools, generator, testing equipment
  • Ability to lift building materials, tools, etc. up to a minimum of 60 pounds
  • Ability to climb ladders and crawl into tight spaces
  • Ability to perform duties with minimal supervision

Specific vision abilities required by the job include close vision, distance vision, and the ability to adjust focus.

QUALIFICATIONS NEEDED FOR POSITION:
Three to five years related work in the residential carpentry, energy conservation, weatherization techniques, local and state building codes.
Experience with project estimating in the construction trades.
Ability to communicate positively with a variety of people
Self-motivated
Possess computer skills
Ability to work with minimum supervision.
Must have a valid driver’s license insured to the State of Maine requirements and ability to travel in Washington and Hancock counties.
Required education/training:
High School diploma
Previous experience and/or training in estimating construction projects

Preferred education/training:
BPI Certification; OSHA Training

Licenses/Certifications/Training:
First Aid/CPR within first 30 days of hire and maintain as current
Housing Quality Standards certification
Lead Safe renovation training
Complete 10 hours construction safety course within six months of hire & maintain as current.

Job Type: Full-time

Pay: $18.00 - $22.00 per hour
