Position Summary
The Grants Manager is responsible for performing grant management duties relating to procurement, implementation, and management of funded projects/accounts. The person in this position performs budget-related professional duties, including operating computerized accounting systems, maintaining the revenue and expenditure budgets, and preparing accounting analyses and financial reports as requested.
Education and/or Experience and Qualifications
■ Master’s degree in a related field (preferred).
■ Bachelor’s degree in Finance or business administration.
■ Minimum of two (2) years experience managing grants in an education setting.
■ Current knowledge pertaining to best practices in completing district, state, and federal grants.
■ Ability to present and produce documents at a high level of sophistication.
■ Ability to make rational decisions, problem-solve and effectuate change.
■ Ability to establish and maintain a collegial relationship with all departments.
■ Must possess knowledge of the state and federal laws related to curriculum, instruction, and assessment, as well as English Learners and Special
Education.
■ An equivalent combination of training and experience may be used to meet the qualifications requirements.
Essential Functions
■ Oversees and ensures compliance with all local, state, and federal grants/projects/reimbursements. This includes, but is not limited to, Title grants, Program Content grants, Special Education grants/reimbursements,
Medicaid, Building grants, Emergency Relief grants, etc.
■ Processes all financial aspects of all grants management, including, but not limited to
- Reconciliations;
- Illinois State Board of Education quarterly expenditure reports and reimbursement requests;
- Complete all required grant reporting (e.g., comparability report, service plan report);
- Enter grants budgets and revisions into appropriate financial databases;
- Enter journal entries, budget entries & amendments into appropriate financial databases;
- Calculate the indirect cost rate and process payment to the school district;
- Coordinate Illinois State Board of Education compliance visits;
- Complete annual financial audit requests; and
- Support procurement processes and coding for all grants.
■ Prepares grant applications that effectively capture the District’s vision and clearly articulate identified needs, implementation steps, timelines, budgets, and evaluation processes.
■ Develops grant applications according to requests for proposal and funding requirements.
■ Provides technical assistance to district personnel seeking funding opportunities and proposal development.
■ Reviews grant proposals developed by internal or external stakeholders and provide feedback as appropriate.
■ Researches best practices and evidence-based programs to support the development of grant program designs.
■ Researches new grants, develops and submits applications, administers budgets, and oversees the operations of the District's Federal programs.
■ Provides oral and written reports to other administrators on grant acquisition efforts.
■ Disseminates information about grant opportunities to appropriate staff.
■ Facilitates private school consultations, and completes required documentation, including procurement.
■ Keeps accurate and up-to-date files on all past and present grants.
■ Collects reliable data and prepares and submits all reports in a timely and accurate manner as required by the Illinois State Board of Education and private grant entities.
■ Screens grants for the possibility of future district costs in continuing programs initiated through those grants and review all current and future implications to the District.
■ Acts as a liaison to state and federal programs, the Illinois State Board of
Education, and other state and federal agencies.
■ Identifies and cultivates community resources and partnerships with the
Glenbrook Foundation, Glenbrook School Health Center, and college and university partnerships.
■ Assists external auditors for the purpose of providing supporting documentation and/or information on internal processes that are required to ensure a thorough, accurate, and timely financial audit
■ Serves as a backup to other Business Services team members as requested, to support unusually large processing cycles and/or absences.
■ Performs special projects and assignments at the direction of the Director of
Business Services / CSBO or designee.

Retirement System
This position has been determined as an IMRF-qualified position. Participation in
IMRF is not optional for employees in positions that meet IMRF qualification standards.
Member and employer contributions are a legal requirement for governmental units participating in IMRF. These contributions are calculated as a percentage of monthly wages. Member contributions are a condition of employment for covered employees and will be deducted when wages are paid.
