General Statement of Duties

Forsyth County Finance Department has an exciting opportunity for a detail oriented professional to support the County's Grants Management Program.

An employee in this role will work directly with the Grants Compliance Manager to ensure all State and Federal Grant funds are spent in compliance with the funding agencies regulations, ensure that reimbursements from grantors are received on an accurage and timely basis, and revenues and expenditures for grants are recorded and reported properly and accurately in the accounting system.

The Grants Analyst position requires a thorough understanding of grant funding, grants management and a generally accepted accounting principles (GAAP) as it relates to accounting for State and Federal funds.

Distinguishing Features

The Grants Analyst position performs professional accounting and auditing work relating to grants management to ensure all federal and State grant funds are spent in compliance with the funding agencies’ regulations, that reimbursements from grantors are received on an accurate and timely basis; and, that revenues and expenditures for the grants are properly recorded in the accounting system and accurately reported in the County’s Annual Comprehensive Financial Report.

The ideal candidate will possess the following knowledge, skills and abilities:

  • Thorough knowledge of accounting principles specifically in governmental accounting, and GAAP.
  • Strong ability to research, interpret, and analyze diverse data, complex documents, and budgets.
  • Excellent written and verbal communication skills
  • Ability to proofread and provide accurate written correspondence, documentation and record keeping.
  • Highly detail oriented, organized and able to work effectively under stringent deadlines.
  • Proficiency in Microsoft Word, PowerPoint, Excel, Outlook, Adobe, and Internet functions.

Minimum Education and Experience

Bachelor's Degree with a major in Accounting, Business, Public Administration, or closely related field and three years or professional accounting or Federal and State grants management. An equivalent combination of education and experience may be considered. Government accounting experience preferred.

Essential Duties and Responsibilities

  • Perform professional accounting and analytical work relating to grants management, departmental operations, and financial systems.
  • Maintain a grant monitoring system for all state and federally funded programs and projects awarded to the County
  • Monitors all grant account financial activities to ensure that State and federal grant funds are spent according to the funding agencies’ regulations and award terms, and that funds are received on an accurate and timely basis.
  • Ensure revenues and expenditures for the grants are properly recorded in the accounting system in accordance with Generally Accepted Accounting Principles (GAAP) and accurately reported in the County’s Annual Comprehensive Financial Report in accordance with Governmental Accounting Standards Board (GASB) pronouncements.
  • Prepare portions of the County’s interim and yearend financial reports.
  • Evaluate existing grant accounting processes in relation to user needs, internal accounting controls, County policy, efficiency and effectiveness, and recommend modifications.
  • Develop and communicate specifications for grant process modifications and test changes prior to implementation.
  • Prepare and maintain written documentation of procedures and conduct end user training.
  • Assist management with safeguarding assets and assuring accurate and timely recording of all grant-related transactions.
  • Analyzing, documenting and recommending grant business process design based on work processes and operational controls.
  • Maintaining a documented system of grant accounting policies and procedures.
  • Analyzing any irregularity in grants module system processing.
  • Preparing complex financial reports to meet the needs of departments and the County’s interim and yearend reporting requirements.
  • Responding to queries from various staff regarding the proper recording of grant accounting events, or correction of transaction errors. Ensuring accounting procedures conform to generally accepted accounting principles.
  • Perform other related duties as required.
