Position Title: Generalist - Human Resources

Unit: Professional Administrative Exempt

HUMAN RESOURCES DEPARTMENT MISSION: Human Resources, in support of the District’s mission, will recruit, grow and retain talented and diverse employees in partnership with our customers.

SUMMARY OF POSITION:
The Human Resource Generalist is responsible for implementing human resource services, including hiring, onboarding, staffing, employment processing, employee relations and retention, EEO compliance, labor relations and completing personnel transactions.

JOB FUNCTIONS:
Ensure appropriate staffing by screening candidates for instructional and non-instructional positions; utilizing knowledge of certification and job qualifications; ensuring placement is consistent with Board policies, state and federal law and labor contract agreements; conduct employee onboarding
Ensure compliance by monitoring certification and/or qualifications of staff
Participate in staff interviews as needed
Act on transfers, leaves of absence, retirements, resignations, terminations, layoff and recall
Develop human resources solutions by collecting and analyzing information; recommending courses of action, including new policies and/or procedures
Build support and confidence in the Human Resources Department by acting as a liaison between principals, supervisors, and Human Resources; visiting the schools and departments on a regular basis
Improve principal and supervisor performance by identifying and clarifying problems; evaluating potential solutions; implementing selected solutions; coaching and counseling principals and supervisors
Assist with the administration and interpretation of various labor agreements and employee manuals
Comply with federal, state, and local legal requirements including, FOIA, Wage and Hour, EEOC, FMLA, employment; study new and existing legislation; enforce adherence to requirements; advise management on needed actions
Complete special projects by clarifying project objectives; setting timetables and schedules; conducting research; developing and organizing information; communicating, to stakeholder
Protect the District’s value by keeping information confidential
Update job knowledge by participating in professional development and other educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations
Enhance department and District reputation by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments
Interact with co-workers, administration, students, parents, and the community in a positive, supportive, and cooperative way
Other duties as assigned

REQUIRED QUALIFICATIONS:
Bachelor’s degree required. PHR certification required or willingness to obtain certification within 18 months
Two years of human resource experience. Experience working in a unionized environment preferred
Experience creating and providing training or professional development to adults
Competence in working with Windows based programs (Word, Excel) required

ADDITIONAL QUALIFICATIONS:
Excellent oral and written communication skills
Ability to work independently with minimal supervision
Willingness to participate on the department committees and on district teams
Ability to problem solve (listen, identify problems and solutions) and provide excellent internal and external customer service
Ability to prepare reports by collecting, analyzing and summarizing data
Ability to learn new technical systems as needed (HRIS system, district HR/Payroll system)
Ability to work collaboratively and be a team player
Understanding of cultural competence and ability to work in a diverse environment
Ability to work in a fast pace environment, handle multiple task at the same time, and meet deadlines in a timely manner
Respect for confidentiality
Regular and predictable attendance

PHYSICAL DEMANDS:
While performing the duties of this job, the employee is required to stand, walk, sit, use hands to finger, handle, or feel, reach with hands and arms, climb or balance, stoop, kneel, crouch, or crawl, talk, hear (in a quiet or noisy environment). The employee must occasionally lift and/or move up to 40 pounds. Specific vision abilities required by this job include close vision, distance vision and ability to adjust/focus.

WORK ENVIRONMENT:
The noise level in the work environment is usually loud to moderate.

MENTAL FUNCTIONS:
While performing the duties of this job, the employee is required to compare, analyze, communicate both orally and in writing, copy, coordinate, instruct, compute, synthesize, evaluate, use interpersonal skills, compile and negotiate.
