This position manages and oversees all HIV, STD, and Hepatitis C (HCV) testing data supported by the Communicable Disease Branch to include defining standards on collection, analysis, validity, and dissemination of all program data. This position will ensure that all agencies supported by the HIV/STD Prevention program enter HIV, STD, and Hepatitis C testing data into the required data system accurately, completely and in a timely manner and oversees appropriate data systems, collection procedures, data extraction procedures, analysis procedures and ensures all data security for HIV/STD/HCV testing programs. Position responds to requests for epidemiologic analyses regarding HIV/STD/HCV testing data and provides reports and presentations for other agencies or groups as well as for Branch Management staff. Position leads the evaluation of HIV/STD/HCV testing data systems/data using CDC-defined protocols. Position is also responsible for creating reports detailing CD Branch sponsored HIV/STD/HCV screening efforts statewide and oversees the preparation of special reports as requested to support prevention and field services efforts on the local and state levels.
This position assists in the HIV Medication Assistant Program (HMAP) and HIV Care programs as needed. This includes providing data analysis about program use, medication dispensing and insurance coverage, as well as helping existing staff to conduct activities to enroll and maintain clients in health insurance in the federal Marketplace as determined by program needs.
Position also provides technical assistance and capacity building to ensure prevention partners are able to meet data entry, analysis and reporting requirements.

The Communicable Disease Branch of the Division of Public Health primarily deals with infectious diseases that are reportable by law to the state health department, as well as a few other communicable diseases of public health significance, such as influenza, norovirus infection and certain healthcare-associated infections.

- Knowledge of basic public health epidemiology including methods and techniques of research-based analysis, public health programs, policy, budgetary practices, and grant writing.
- Demonstrated ability to analyze and interpret program and epidemiological data from surveys, reports, and surveillance efforts and draw conclusions.
- Oral and written communication skills.
- Ability to work and communicate with public health officials, directors and staff of community-based organizations, the public, and the press.
- Ability to deal with emotionally charged issues in a sensitive and diplomatic fashion.
- Must be knowledgeable in the use of microcomputers for data analysis and word-processing and familiar with computer assisted statistical programs.
- Ability to handle confidential information related to persons with AIDS, HIV infection and STDs.
- Knowledge of and experience with writing, developing, and maintaining programs in SAS is preferred.
- Knowledge of HIV/STD epidemiology and HIV/STD service/care delivery.
Master's degree in Epidemiology or closely related health field from an appropriately accredited institution and two years of related experience;
OR
an equivalent combination of education and experience.
