POSITION SUMMARY:
The Louisiana Refining Division ES&S Department is looking for a highly motivated individual to fill the role of Environmental Specialist\Engineer - Water at the Garyville Refinery, reporting to the Environmental Supervisor. The Environmental Specialist\Engineer will perform a variety of tasks to support and ensure environmental compliance across refinery operations. Responsibilities will include, but are not limited to leading and supporting development, implementation and monitoring of environmental programs and policies to ensure compliance with federal, state, and local environmental regulations. We offer a flexible 9/80's or 4 days onsite/1-day remote schedule. Perform weekly scheduled rotational on-call duty about seven to ten times a year to support 24/7 operating facility.

KEY RESPONSIBILITIES:
  • Ensure compliance with all applicable water related regulations associated with the Louisiana Pollutant Discharge Elimination System (LDPES), National Pollutant Discharge Elimination System (NPDES), Clean Water Act, Oil and Hazardous Transfer Operations (33 CFR 154), Safe Drinking Water Act (SDWA), Louisiana Department of Health and Hospitals (DHH) Potable Water requirements, and Spill Prevention Countermeasure and Control (SPCC).
  • Prepare regulatory reports and plans, and coordinate fee payments associated with LPDES, DHH Potable Water and SPCC requirements.
  • Gather environmental data for interpretation and/or to maintain regulatory compliance standards. Examples include:
    Sample LPDES waste and storm water discharges and/or coordinate sampling activities.
    Sample potable water sources and/or coordinate sampling with contractors in compliance with Public Health Code requirements.
  • Participate in the process and review of MOCs for your assigned area.
  • Evaluate new wastewater discharges to ensure compliance with LDPES permit requirements.
  • Point of contact for agencies on required reports, payments and inspections for storm, waste, and potable water.
  • Interpret and incorporate new regulations as they relate to current refinery waste and potable water practices.
  • Lead and participate in incident investigations and implement corrective actions as requested.
  • Participate in Environmental audits and develop corrective actions as required.
  • Develop\update procedures for water related activities, applying knowledge of Federal, and Local environmental regulations and ensure procedures are reviewed and updated on time.
  • Work as a member of an Area Team to implement water regulations and support day-to-day operation of the refinery in compliance with applicable requirements and company policies.
EDUCATION AND EXPERIENCE:
  • A Bachelor’s degree in a HES related field or Engineering degree is required.
  • Knowledgeable of LPDES, SPCC, CWA, and DHH Potable Water requirements.
  • Must have excellent detailed oriented, research, analytical and troubleshoot skills.
  • Must be able to be an innovative team player who works well and can communicate with a variety of individuals including field personnel, management team, and regulators.
  • Must be self-motivated, adaptable, good organizational skills and excellent time management skills to be able to manage and shift priorities to support a fast-paced site and ensure regulatory deadlines are met.
  • Must have strong reading, advocacy, negotiating, written and verbal communication skills with the ability to write technical reports and procedures. Ability to read/decipher environmental regulations and explain the requirements to others.
  • Must be proficient in Microsoft: Word, Excel, and Outlook.
  • Must be able to wear appropriate PPE in the refinery (respirator), be able to physically perform all tasks in the field and take hair drug test and physical.
  • Must have a valid driver's license upon hire.
  • Must be legally authorized to work in the US without the need for future VISA sponsorship.
  • A Transportation Worker Identification Card (TWIC) is required upon hire.
  • Travel Requirement is 5% or less.
Preferred Qualifications
  • Minimum one-year water management at a refinery or petrochemical site. experience.
  • Experience in Safe Drinking Water Act and Louisiana Department of Health and Hospitals Potable Water Regulations.
  • Experience in the Louisiana Pollutant Discharge Elimination System (LDPES) compliance sampling and reporting requirements.
  • Experience in the Oil and Hazardous Transfer Operations (33 CFR 154) regulation.
