Primary Responsibilities
The Environmental Practice Lead provides leadership and direction to the dynamic environmental sciences group that includes wetland and vegetation scientists, terrestrial biologists, cultural resource specialists, permitting specialists, NEPA practitioners, and other multi-disciplinary staff. The Environmental Practice Lead also coordinates with other area, regional, and national managers within the company to advance technical excellence and support delivery of HDR services. The position will involve working closely with HDR leadership to drive program development in the Gulf Coast Region (Texas & Louisiana) across all service lines and client asset types. The candidate must have a strong technical understanding of their primary area of practice and experience in environmental consulting and coordination of regulatory approvals for complex infrastructure projects, preferably including one of more industry sectors. The Environmental Practice Lead will actively participate in and oversee diverse teams of professionals responsible for consulting pertaining to the energy (power, oil and gas, and renewables), transportation (ports, roadways, rail, and aviation), and water-related sectors.
The candidate will also support the goals and vision of HDR through regular communication between the local management team, other technical groups and business development managers within the company. The individual will be responsible for the operations of the environmental group in HDR’s Gulf Coast Region (Houston, TX; Corpus Christi, TX; & Louisiana) offices and provide consulting and project management leadership to projects along the Gulf Coast region. The candidate should possess a balanced portfolio of skills to manage and grow a multi-disciplined sector, including business development which requires networking and developing leads, establishing/managing client relationships, and strategic thinking for both our clients and internal programs. It also includes working with the business development managers to identify and promote cross sector opportunities, forecast market changes and anticipate their impacts to clients; lead pre-proposal visitations, and support proposal preparation with technical and marketing staff by providing client-centric input and feedback; and giving presentations to clients and project stakeholders.
In the role of Environmental Practive Lead, we'll count on you to:
- Supervise and coordinate the activities of assigned sector; recommend measures to improve performance and increase efficiency; manage staff utilization and profitability.
- Track personnel actions and staff development including support for recruiting and hiring and training measures for assigned staff.
- Lead sector quality control, including assurance that quality work is planned and organized through a pro-active project management system, and implements corrective measures as needed.
- Possess and maintain a deep understanding of how clients perceive their technical problems and have the ability to package HDR expertise as solutions to these problems. Supports marketing (client development) leadership in crafting client capture plan strategies.
- Provide hands-on mentoring and team participation to create a bridge between technical resources and client requirements and ensure there is appropriate leadership and supervision engaged on technical assignments.
- Manager for environmental permitting and NEPA projects.
- Work with client development leadership to prioritize the marketing and business development efforts of the organization and prioritizes business efforts that provide maximum return on investment.
- Identify and develop opportunities to expand services to clients.
- Champion a quality-culture within the sector organization, and within production teams, serving the sector’s clients.
- Act as client manager for select clients.
- Lead risk management activities for both contract reviews and project deliverables.
- Direct the technical messaging and professional attendance at professional organizations and industry events.
- Support technical leadership to identify and develop strategies for world-class services.
- Promote the Drive to Zero culture where safety of staff and clients is paramount.
- Interpret, implement, and enforce company policies.
- Perform other duties as needed.
Required Qualifications
- BS or BA degree in Ecological Sciences, Environmental Planning, Environmental Science, or closely related field
- 15 years of experience in regulatory compliance and permitting and familiarity with the suite of technical disciplines represented in the group (e.g., wetlands, vegetation, soils, cultural, wildlife, geology, and/or environmental policy).
- Experience developing plans, writing proposals, developing scopes of work, budgets, and schedules for complex environmental projects with multidisciplinary teams and multi-agency efforts.
- Proficiency with MS Office suite, strong people skills, excellent written and verbal communications skills.
- The candidate should demonstrate strong conceptual, organizational, problem solving, research abilities, and possess a comprehensive understanding of federal and state regulatory policy.
- Must have the ability to productively interact with various teams and have excellent organizational, project management and communication both written and verbal skills.

Preferred Qualifications
- Proven track record in developing, mentoring, and managing staff is desired.
- Experience and demonstrated success in marketing clients within the energy, oil and gas, industrial, transportation, and/or water markets in the Gulf Coast region.
- Preference given to local candidates
