Entergy’s Power Generation group operates a fleet of more than 30 owned, leased, or operated natural gas, coal, oil hydro, solar and petroleum coke plants, with a total engineering capacity exceeding 20,000 megawatts. Entergy continues to build or acquire megawatts from new hydrogen capable natural gas units, solar, wind and other technologies complement its existing megawatts of nuclear, natural gas, coal, oil, hydroelectric, and solar facilities.

**Position can be filled as an Analyst II, III, Senior or Senior Lead depending on the education and experience of the selected candidate. **
JOB SUMMARY/PURPOSE
The central responsibility of this position is to serve as the air media lead for the Arkansas environmental support office. This office provides environmental support to Entergy’s Arkansas power generation fleet, including two coal-fired facilities, three gas-fired facilities, and two hydroelectric facilities. The incumbent will track environmental regulatory developments, maintain appropriate permits, prepare required reports, and work in partnership with other analysts and facility personnel to assist in ensuring regulatory compliance, and develop action plans to close gaps, where necessary.

JOB DUTIES/RESPONSIBILITIES

Additional responsibilities include:
  • Prepare and submit appropriate air permit applications including Title V permit renewal and modification applications for Arkansas Power Generation facilities.
  • Review and/or prepare required air regulatory reports for Arkansas Power Generation facilities, including Annual Compliance Certification (ACC) reports, Semi-Annual Monitoring (SAM) reports, Excess Emission and monitoring system performance Reports (EER), and annual Emission Inventory (EI) reports.
  • Track and maintain working knowledge of current and pending federal and Arkansas environmental regulatory developments affecting air emissions from electric utility generators. Analyze proposed and newly adopted environmental laws, regulations and policies and develop written comments to agencies to influence outcomes. Communicate and distribute concise, timely, and accurate summaries of these developments to Power Generation management and employees.
  • Serve as primary liaison between Entergy Power Generation and Arkansas Department of Energy and Environment, Division of Environmental Quality (DEQ) Office of Air staff.
  • Represent Entergy in DEQ regulatory development and stakeholder processes.
  • Provide accurate and timely support to Arkansas Power Generation management and personnel on air issues.
  • Develop and maintain tools to assist Power Generation personnel in maintaining compliance with air regulatory requirements.
  • Work in successful partnership with plants to assist in ensuring regulatory compliance and to develop action plans to close gaps.
  • Participate in work groups to support new and ongoing projects.
  • Identify and execute continuous improvement opportunities.
  • Manage consultants and contracts as required.
  • Maintain Environmental Support budget.

MINIMUM REQUIREMENTS
Minimum education required of the position
  • B.S. Degree in Engineering, Environmental Science, Chemistry, or a related scientific field.


Minimum experience required of the position
  • 2+ years of experience in air permitting and compliance.

Minimum knowledge, skills and abilities required of the position
  • Excellent communication skills (verbal and written). Ability to prioritize and manage multiple work tasks simultaneously. Excellent interpersonal skills and ability to work effectively in a team setting. Strong analytical skills and attention to detail. Strong problem-solving and critical thinking skills. Self-starter capable of achieving results with little supervision. Proficient in Microsoft Office Suite of products. Excellent organizational skills, ability to organize and prioritize work. Ability to work effectively on multiple assignments. Flexible and able to adjust to changing priorities. Willing and able to perform other unrelated duties as required and learn new processes and technologies. Basic understanding of the federal Clean Air Act, Arkansas Air Program, and associated permitting and reporting requirements as they apply to industrial facilities. Ability to build/maintain effective relationships with regulatory agencies and external peers.

    DESIRED:

    Experience with complex air programs, including Title V, New Source Review (NSR), Prevention of Significant Deterioration (PSD), Regional Haze, Ozone-Depleting Substances (ODS), Asbestos, and long-range transport. Understanding of air dispersion models and their application to environmental permitting, planning, and regulatory development. Ability to understand and communicate complex rules and regulations. Knowledge of power generation fundamentals. Excellent communication, leadership, and writing skills, and the ability to work effectively on customer-oriented and team-driven assignments. Ability to manage multiple projects to successful completion.
