Marion County is hiring a pool of Temporary Election Board Workers to provide up to 40 hours of work for future elections. This is a short-term, intermittent assignment to help with elections. Hours will be during the weeks leading up to an election, on Election Day, and following the election until the process is completed. Employees who work on Election Day will be expected to work until completed, which may be late into the night or early the next day.

WAGE

The wage per hour is determined by the assigned functions. While working in this classification, an individual may be paid a different hourly wage, depending upon which function they are performing at any given time. The hourly wage is not cumulative.

GENERAL STATEMENT OF DUTIES
Performs a variety of general unskilled or semi-skilled duties in the elections office according to prescribed procedures, rules, and methods that can be readily learned on the job; efficiently uses general office machines, equipment, forms, and documents to complete tasks and assignments.
SUPERVISION RECEIVED
Works under the direction of a clerical, administrative or professional employee who assigns work, sets goals, and reviews work for accuracy and completeness.
SUPERVISION EXERCISED
Supervision of other employees is not a responsibility of positions in this classification.

Typical Duties - Duties include, but are not limited to the following

Duties may include the following:

  • Labeling and inserting ballots for mailing.
  • Opening ballot envelopes.
  • Inspecting ballots for errors and preparing for counting.
  • Ballot activity reception and ballot signature verification.
  • Ballot scanning and resolution.
  • Data entry of election related materials
  • Customer Service
  • Basic office clerical duties, answering phones etc.
  • Establish and maintain positive and professional working relationships with coworkers, customers and other agencies.
  • Maintain positive attitude during change.
  • Maintain punctual attendance.
  • Comply with department and County policies, procedures and regulations.

Requirements for the Position

EXPERIENCE AND TRAINING
  • Graduation from high school or GED equivalent, preferably supplemented by course work in general office skills; OR
  • Any satisfactory equivalent combination of education, training and/or experience relevant to the position.
NECESSARY SPECIAL REQUIREMENTS
  • The finalist for this position must be a registered voter.
  • Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business.   • The finalist for this position will be required to pass a criminal history background check, however conviction of a crime may not necessarily disqualify an individual for this position
  • This is a temporary assignment, which is eligible for overtime.
  • This assignment is not represented by a union.
  • Typical Work Schedule: Work is based on the needs for elections. Weekly hours may fluctuate depending on the help needed. Hours would typically be day shift Monday through Friday and employees may be required to work the Saturday before elections, with flexibility depending upon the needs of the department and program. Employees who work on Election Day will be expected to work until completed, which may be late into the night or early the next day.
KNOWLEDGE, SKILLS AND ABILITY
Basic knowledge of general office practices and procedures; basic knowledge of English composition, spelling and grammar; basic skill at typing and word processing at an acceptable rate of speed; basic skill at filing and performing math calculations; basic knowledge of modern office equipment, including computers, and their intended use; ability to understand and follow written and oral communications, and to carry out work assignments under supervision and with general instructions; ability to meet and assist clients, staff and the general public in a courteous manner; ability to understand, convey and apply readily recognizable standards and procedures.
Due to the variety of jobs that may be assigned, applicant must be able to lift a minimum of 20-40 pounds.
PHYSICAL REQUIREMENTS
Reads an 8 pt. font; distinguishes colors and shades; speaks with a clear and audible voice; hears a normal speech level; sits; moves about the work area; uses hands and fingers to grasp and manipulate objects; operates a computer; bends; reaches overhead; lifts at least 20 lbs.; pushes/pulls up to 40 lbs.; uses office chemicals such as toner.

PUBLIC SERVICE LOAN FORGIVENESS
Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program, full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan. Questions about your loan eligibility should be directed to your loan servicer or the US Department of Education.

VETERANS’ PREFERENCE
Applicants are eligible to use Veterans’ Preference when applying with Marion County in accordance with ORS 408.225, 408.230, and 408.235 and OAR 105-040-0010 and 105-040-0015. Preference will be awarded only if the applicant meets the minimum requirements of the position and attaches the required documentation at the time of application.

DOCUMENTS REQUIRED FOR VETERANS’ PREFERENCE

  • One of the following:
    • MEMBER COPY 4 of the Certificate of Release or Discharge from Active Duty (DD Form 214 or 215); OR
    • Letter from the US Department of Veterans Affairs indicating receipt of a non-service connected pension; OR
    • Certification that discharge or release from active duty under honorable conditions will take place not later than 120 days after the submission of the certificate.
  • In addition to one of the above documents, Disabled Veterans must also submit one of the following:
    • A copy of their Veterans disability preference letter from the Department of Veterans Affairs; OR
    • Certification that medical separation from active duty under honorable conditions will take place not later than 120 days after the submission of the certificate.
