FULL-TIME, SALARY RANGE: $57,671.25 - $67,842.25

SCOPE OF WORK: Provides administrative oversight for non-credit programs in the area of workforce development with responsibility for the management of programs, development of curricula, coordination of courses and program activities, marketing and recruitment planning and execution, hiring and development of instructors, and supervision of workforce development staff. This position shall report to the Vice President of Academic Affairs at White Mountains Community College (WMCC).

ACCOUNTABILITIES:

  • Builds relationships with local and regional businesses, community-based programs, state agencies and other stakeholders of workforce development; attends local and regional workforce development meetings.
  • Meets with businesses to develop and propose business trainings and assists in preparing business training quotes and Job Training Fund applications.
  • Oversees the development, maintenance, and management of the US DOL Apprenticeship documentation in collaboration with ApprenticeshipNH team. Serves as related instruction liaison between employers, WMCC, and the US DOL Apprenticeship program.
  • Collaborates with college leadership and the Director of Teaching and Learning to identify and assist in the pursuit of grant opportunities to leverage resources by WMCC.
  • Collaborates with the Director of Teaching and Learning to develop, implement, and evaluate curricula reflecting industry norms and standards; collaborates with instructors, disciplinary experts, and others to develop and implement micro credentials; collaborates with instructors to create prior learning assessment guides and processes for integration of non-credit training into credit bearing programs; maintains course and program documents, and revises as needed.
  • Manages all workforce development programs, including corporate training, open enrollment, allied health, and apprenticeship programs, as well as other non-credit and micro credential programs to be developed.
  • Develops and maintains knowledge of funding sources to support student participation in workforce development programs, such as WIOA, NHES, Vocational Rehabilitation, and Veterans Administration.
  • Negotiates and executes education service contracts with instructors and trainers in accordance with established policies of the college/CCSNH.
  • Collaborates with the Office of Academic Affairs and schedules courses, recruits, assigns and evaluates instructors, provides instructional leadership for off-site instructors, communicates academic policies and practices, ensures all course support materials are available and equipment is in working order.
  • Contributes to continuous improvement in service delivery and business management strategies.
  • Complies with all system, college, state and federal rules and regulations.
  • Performs other related duties as assigned.

MINIMUM QUALIFICATIONS:

Education: Master's degree from a recognized college or university with major study in education, business administration, engineering, applied sciences, or a related discipline. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Four years' teaching, training, and/or program administration experience with responsibility for program implementation, direct service delivery, planning or program evaluation.

OR

Education: Bachelor’s degree from a recognized college or university with a major in education, business administration, engineering, applied sciences, or a related discipline.

Experience: Five years’ teaching, training, and/or program administration experience with responsibility for program implementation, direct service delivery, planning or program evaluation. Each additional year of approved work experience may be substituted for one year of required formal education.

Desired Qualifications: Ability to evaluate and analyze program effectiveness and manage resources. Knowledge of adult learning styles and various training modalities. Ability to conduct needs assessment and apply effective training solutions. Capability to use MS Office Suite applications and excellent communication and public relations skills. Experience working with grants preferred. Coursework or an occupational certificate in a technical field is desired.

Special Requirements: Interaction with outside agencies and some travel on a daily/weekly basis to offsite program locations required.

License/Certification: Valid driver's license.

Ability to establish and maintain effective working relationships with internal and external stakeholders. Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the college appointing authority.
