Position Summary & Description

Indiana University of Pennsylvania (IUP), one of the largest universities in the Pennsylvania State System of Higher Education (PASSHE), seeks a visionary, empathetic, experienced leader with a proven commitment to public safety to serve as its next Director of Public Safety and University Police. Under the direction of the Vice President for Administration and Finance, the Director of Public Safety and University Police plans, organizes, directs and administers all police and public safety functions, and related compliance obligations. This position is responsible for the administration, operation, strategic planning and financial oversight of a comprehensive full-service police agency and policing program in a residential rural university setting, comprised of police supervisors, police officers, dispatchers, and other employees. The director interacts with a variety of university constituents as well as local, regional, state and federal public safety agencies to develop and implement comprehensive services and programs for the safety of students, faculty, staff and visitors. The director represents the department in the local community and serves as a central role model in forging partnerships and engaging stakeholders in strategies and programs that add value to the collegiate experience and contribute to providing a safe and secure campus environment. The director is also expected to influence, support, and encourage the creation of processes that increase diversity skills as well as share information about diverse populations and advocate for their concerns.

Position Qualifications

Minimum Requirements:

  • Bachelor's degree or equivalent education, experience, and training in criminal justice, social science, or a related field; Master’s degree preferred.
  • Must establish permanent residency in the Commonwealth of PA no more than thirty-five (35) miles from the IUP Main Campus within one year of his/her appointment into the position.
  • Five years of demonstrated leadership and supervisory experience in law enforcement.
  • Current certification as a law enforcement officer by his/her respective state with no more than one year break in sworn service at the time of appointment.
  • Training and understanding of executive law enforcement, Clery Act, Title IX, VAWA, and Anti-Hazing, laws regarding surveillance, reporting requirements in a regulatory environment, First Amendment and free speech on a college campus, investigative techniques, working with victims of sexual abuse and working with students displaying mental and emotional health crisis behaviors.
  • Must possess or be able to obtain a Pennsylvania Motor Vehicle Operator's license.

Preferred Qualifications:

  • Experience in a union environment
  • Previous experience working in a multicultural environment.

Essential Functions

The work of this position occurs in a typical office environment. Although infrequent, periods of heavy exertion may occur. Incumbent must have the following abilities:


  • Regular, reliable, and non-disruptive attendance is an essential job function, as is the ability to create and maintain collegial, professional, and harmonious working relationships with others.
  • Wear various types of personal protective equipment as required.
  • Work under a variety of adverse weather conditions such as extreme heat, cold, rain, wind, dust and snow.
  • Be able to observe and react to hazardous warnings, back-up alarms, flashing lights, voice commands and hand signals.
  • Ability to travel to field locations and meeting/training sites by motor vehicle when required.
  • This position requires work outside normal business hours, including evenings and weekends as needed, to effectively fulfill performance obligations, including to provide prompt customer service, and/or as requested by senior management.
  • Ability to receive, interpret, retain, reproduce and understand basic cognitive functions.
  • Use of common office machines, e.g. telephones, calculators, copiers, computer terminals, keyboards, auxiliary printers, and similar equipment.
  • Use of common office productivity software, e.g. email, calendar, video conferencing, spreadsheet, word processor, and related tools.
  • Perform manual duties such as lifting and carrying up to 50 pounds.
  • Duties performed may require walking, stooping, kneeling, bending, stretching, and prolonged standing.
  • Provide assistance and guidance to internal and external customers.
  • Communicate effectively both orally and in writing to issue, receive, and carry out instructions and orders, and to convey information to a variety of co-workers, students, and the public.
  • To be required to work extended hours and holidays
