Main Function
Lead the development of policy positions and support advocacy strategies, including but not limited to Medicare reimbursement, and other federal finance issues as applicable in collaboration with the AVP, Health Policy and Finance and Vice President, Federal Policy & Government Relations. Analyze the impact of potential changes and effectively communicate IHA positions to IHA leadership, members, other interest groups and government officials. Represent IHA to outside stakeholder organizations and be a resource to members on Medicare and price transparency issues.
Outline of Responsibilities
- Lead analysis and development of policy positions related to changes in Medicare financial policies and their potential effect on member hospitals and health systems.
- Monitor, research and analyze proposed changes in federal regulations and policies, particularly those involving changes in Medicare reimbursement and price transparency. Provide written summaries of proposed and final regulations.
- Monitor, research and analyze federal-state crossover issues as assigned.
- Under the direction of the AVP, Health Policy and Finance and in coordination with the VP, Federal Policy & Government Relations, monitor, research and analyze proposed changes in legislation related to Medicare and other policies impacting hospitals and health systems.
- Analyze and draft proposed legislation and regulations. In coordination with other staff, draft written advocacy materials (e.g., comment letters, position papers), and at the direction of the VP, Federal Policy & Government Relations communicate with legislative and executive branch officials and staff.
- Provide written and oral communication to inform IHA members of changes to and development of issues related to Medicare reimbursement, including hospital-specific reports on the impact of Medicare reimbursement changes, presentations to task forces, councils, and the IHA Board.
- Respond to member requests for assistance related to understanding Medicare payment programs, including quality programs.
- Respond to member requests for assistance related to federal price transparency requirements, including hospital price transparency and surprise billing policies.
- Provide federal updates and presentations to IHA membership groups as requested.
- Identify and develop information, tools and educational programs for IHA members on relevant federal or federal-state cross-over issues.
- Represent IHA in public forums with government entities and stakeholder organizations.
- Develop and maintain relationships with outside organizations, particularly Medicare intermediaries, CMS staff, and DataGen (outside vendor for Medicare data and technical analysis).
- Oversee management of various revenue producing projects, e.g. Geographic Reclassification and group appeals.
- Represent IHA on Medicare issues in discussions with federal partners, such as AHA and other state hospital associations.
- Periodic overnight travel.
- Other duties as defined.
Qualifications
Bachelor’s degree required, Masters preferred with at least five years of healthcare finance experience. Experience with regulatory and legislative processes required, with knowledge of Medicare policy and hospital reimbursement preferred. Ability to perform statutory and regulatory research. Ability to synthesize complex, technical regulations or legislative issues and communicate to a variety of audiences. Ability to work effectively independently and as part of a team. Excellent verbal, written, and presentation skills including ability to present with confidence and poise to outside stakeholders. Detail-oriented with experience using Excel and Word. Periodic travel required. Weekly presence in an IHA office is required.
