**This recruitment will establish an eligibility list valid for 6 months to fill current and future vacancies during the eligibility period**

BASIC FUNCTION:

Under the direction of a department administrator, perform business services functions including budget, accounting and purchasing related functions, and perform administrative support in the preparation and monitoring of a large department budget.

DISTINGUISHING CHARACTERISTICS:

This position is distinguished from other Purchasing positions in that it is responsible for acquisition of the services and supply needs of the assigned department; it is distinguished from other Finance positions in that it reviews and maintains the accounting records and budget analysis of the assigned department.

Examples of Duties

REPRESENTATIVE DUTIES:

Assist department director in analyzing the budget and preparing budget projections; monitor and analyze department budget for availability of funds and transfer funds as necessary. E

Prepare, oversee and assist in the development of specifications, securing quotations, and purchasing of equipment, goods and services. E

Review and monitor department purchases, contracts and agreements to ensure compliance with applicable laws, codes and policies; interpret and apply statutes, regulations, and policies. E

Utilizing approved templates, assist in the preparation of department specific contracts and service agreements in compliance with applicable regulations; request supporting documents from appropriate sources. E

Maintain compliance to contract in regards to billing and services to include reviewing the scope of work, issuing documents, tracking services and receiving payments; ensure that yearly budgets are sufficient. E

Evaluate and select cost effective vendor sources; contact vendors regarding discrepancies in invoices, statements, deliveries and product quality; establish and maintain positive supplier/vendor relationships; work with vendors regarding invoice discrepancies or late invoicing; investigate and resolve complaints. E

Analyze contracts received for conformance and compliance with established standards; assist in the process of awarding contracts. E

Code, monitor and track requisitions by account code; analyze budget documentation to ensure expenditures are properly charged; prepare and submit change orders. E

Coordinate services and deliveries; receive department invoices, verify purchase requisitions, code and approve invoices and submit for payment. E

Maintain revolving cash funds (RCF) account and reconcile expenditures as necessary. E

Confer with administrators, supervisors and staff members regarding procurement requirements and other related matters. E

Monitor records for expiration of bids for services and renew as needed; maintain databases and spreadsheets pertaining to services & pricing. E

Prepare and maintain a variety of budgetary and accounting records and reports related to requisitions, time sheets, cash accounts, correspondence and other related documents. E

Assist in preparing special and periodic reports. E

Perform related duties as assigned.


Minimum Qualifications

EDUCATION AND EXPERIENCE:

Graduation from high school supplemented by college-level course work in purchasing, business administration, finance, accounting or a related field and two years of experience in purchasing, finance or accounting.
