GENERAL STATEMENT OF DUTIES
Processes and maintains various legal and related records, documents, and files for the Marion County Jail requiring a high degree accuracy and independent judgment; performs related duties as assigned.
SUPERVISION RECEIVED
Works under the general supervision of an administrative supervisor, who sets goals, assigns work, and reviews performance for accuracy and conformance to department standards.

Custody Work
- Reads and interprets court documents.
- Ensures all documents conform to current laws.
- Operates computer keyboard and a variety of software programs to access, enter and retrieve data from our department database as well as LEDS, the court records and state corrections information.
- Maintains integrity of department's JMS database for avoidance of lawsuit, liability or violations of adult in custody civil rights.
- Reviews daily computer-generated lists to ensure information is entered correctly.
- Ensures adults in custody are being released in a timely manner.
- Organizes and provides JMS training in group sessions and on an individual basis.
- Corrects efforts as they are found and instructs other staff on correct methods of data entry.
- Answers questions.
- Conducts research for accurate information, utilizing several criminal justice computer systems.
- Reviews transport reports.
- Verifies adult in custody status and eligibility for transport.
- Inputs transport information in the computer system.
- Prepares a variety of paperwork.
- Ensures that all judgments and dismissals are received.
- Releases appropriate Marion County charges from JMS.
- Review adult in custody report for other holds.
- Possesses LEDS certification to Teletype other agencies as necessary.
- Possesses knowledge of JMS to determine length of stay for each specific charge.
- Uses knowledge of sentencing guidelines and case law to determine which charges are eligible for credit with time served.
- Reviews court documents to calculate length of time in custody for specific charges, computes statutory good times, calculates adult in custody's worker time and adjusts release date.
- Routinely uses telephone, intercom, fax machine, photocopier, and computer terminal to produce the work required of this position.
- Listens and responds verbally to telephone inquiries.
- Responds in writing to adult in custody request forms ("kytes"); reads and responds in writing to all incoming mail regarding adult in custody records.
- Maintains files.
- Acts as jail records section liaison with outside agencies as well as other Marion County departments.
- Perform other duties as assigned.
EXPERIENCE AND TRAINING
- High school diploma, or equivalent;
- Two years of experience processing police, courts and corrections records in an office or law enforcement environment; OR
- Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.
SPECIAL REQUIREMENTS
- Possess, or obtain within 30 days of hire, Law Enforcement Data System certification and Oregon Notary Public commission.
- The finalist for this position will be required to pass a criminal history background check; however, conviction of a crime may not necessarily disqualify an individual for this position.
- This assignment is represented by a union.
- This is a full-time position, which is eligible for overtime.
- Typical Work Schedule: Monday through Friday, days, with flexibility depending upon the needs of the department and program.
Knowledge of criminal justice information systems; current legislation and changes to laws regarding criminal codes and sentencing requirements; data entry procedures, methods and equipment; and general office practices and procedures.
Ability to perform technical work requiring a high degree of accuracy; use of independent judgment; correctly interpret and apply statutes, laws, and county policies and procedures; effectively engage in problem solving processes; communicate effectively in both oral and written form; establish and maintain cooperative working relationships; handle sensitive and confidential information with discretion; and act calmly and effectively in emergency and stressful situations.
Skill in using a variety of data processing systems; word processing, spreadsheets, and database software applications; keyboarding skills at a speed and accuracy level necessary for adequate job performance; and general mathematical calculations.
PUBLIC SERVICE LOAN FORGIVENESS
Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program, full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan. Questions about your loan eligibility should be directed to your loan servicer or the US Department of Education.
VETERANS’ PREFERENCE
Applicants are eligible to use Veterans’ Preference when applying with Marion County in accordance with ORS 408.225, 408.230, and 408.235 and OAR 105-040-0010 and 105-040-0015. Preference will be awarded only if the applicant meets the minimum requirements of the position and attaches the required documentation at the time of application.
DOCUMENTS REQUIRED FOR VETERANS’ PREFERENCE
- One of the following:
- MEMBER COPY 4 of the Certificate of Release or Discharge from Active Duty (DD Form 214 or 215); OR
- Letter from the US Department of Veterans Affairs indicating receipt of a non-service connected pension; OR
- Certification that discharge or release from active duty under honorable conditions will take place not later than 120 days after the submission of the certificate.
- In addition to one of the above documents, Disabled Veterans must also submit one of the following:
- A copy of their Veterans disability preference letter from the Department of Veterans Affairs; OR
- Certification that medical separation from active duty under honorable conditions will take place not later than 120 days after the submission of the certificate.
