The Compliance and Oversight Manager is responsible for the successful operations HCA standards as the single state Medicaid agency and will ensure that sister agencies are adhering to HCA policies and regulations. Additionally, this position will develop, implement, and maintain a program integrity compliance program. The ideal candidate will have supervisory experience and an understanding of federal funding and Block Grant requirements. About the division:
The Division of Program Integrity ensures HCA is an effective steward of federal and state resources by providing reasonable and consistent oversight of HCA’s medical assistance programs to ensure compliance with federal regulations and develop a high degree of integrity for the Medicaid program.
About the position:
The Program Integrity Compliance and Oversight Manager leads the Compliance and Oversight Section monitoring HCA’s receipt of federal funds related to the Substance Abuse Mental Health Services Administration’s (SAMHSA) Mental Health and Substance Use Disorder Treatment and Prevent Block Grants to ensure compliance with the Block Grant(s) requirements and monitoring compliance of grants received by HCA.
This position is eligible to telework and is typically not required to report on-site.
Duties
Some of what you will do:
Plan, direct, and supervise the subrecipient monitoring program, and provide oversight of sister state agencies (DSHS and DCYF) and federal programs (PARIS/MEQC/PERM) to ensure federal requirements are met- Supervise a team to monitor recipients of grant funds in accordance with state and federal requirements
- Supervise the Program Integrity Compliance Officer providing leadership and strategic oversight of compliance activities across HCA programs
- Set and manage the agency’s administrative policies and procedures as it related to subrecipient grant monitoring, sister state agency oversight, and federal compliance programs
- Oversee agency wide training and development of federal grants, sister state agency oversight, and compliance programs
- Develop an annual monitoring plan for oversight of federal grant requirements
- Conduct audits, monitor subrecipients, and take corrective action to ensure compliance in accordance with agency policies, procedures, and federal grant requirements
- Develop internal controls to protect against fraud, waste, and abuse related to subrecipients of federal grant funds
- Interpret complex grant and contracting funding requirements and provide appropriate recommendations
- Manage staff in accordance with state policies, procedures, rules, and collective bargaining agreements as applicable
- Partner closely with HCA Tribal Affairs on monitoring activities relate to grant funds provided to federally recognized tribes and other Indian health care providers
- Actively participate and direct agency wide process improvements, business processes, and development of administrative policies
- Work closely with HCA’s external audit office to respond to external auditors requests related to HCA subrecipient monitoring program and all program integrity programs.
Qualifications
Required qualifications:
Advanced level of education such as a Master of Public Administration (MPA), Master of Business Administration (MBA), Doctor of Jurisprudence (JD), or other advanced degree in business or a closely related field.- Three (3) years of professional experience in auditing or monitoring federal grants and/or programs.
- Five (5) years of progressively responsible management experience; including at least three years demonstrated success managing professional level staff.
Preferred qualifications:
- Grant Management Specialist Credential or Certification is highly preferred
- Doctor of Jurisprudence (JD) is highly preferred
- Active bar license in good standing with accrediting body is highly preferred
- Demonstrated knowledge of Generally Accepted Accounting Principles (GAAP)
- Demonstrated knowledge of the State Accounting and Administrative Manual (SAAM)
- Demonstrated knowledge of regulations related to government financial management, including best management practices for accounting according to Washington State Auditor’s office
- Experience supervising and leading teams
- Ability to create clear processes, tools, and instructions
- Ability to accurately analyze budget and financial issues, then effectively distill that analysis in a clear and actionable message to internal decision makers
- Ability and commitment to build capacity of other staff in grant management through sharing
- knowledge, training, and coaching
- Experience applying Project Management principles to projects and in work environment
- Experience leading process improvements and streamlining practices and tools
- Knowledge of Washington State government policies
- Knowledge of the Washington State behavioral health system
- History of great customer service and ability to deescalate conflict situations
- Positive and can-do attitude – and be resilient and professional under pressure
- Demonstrate a history of being able to take on difficult tasks, lead projects, engage customers, build consensus, and deliver sustainable solutions
- Ability to adapt to business needs and adapt approaches, goals, and methods to achieve success in a dynamic environment
- Resourceful, ability to solve problems and willingness to use problem solving methods such as the 7-Step Problem Solving Method
- Possesses excellent written and oral communication skills, and the ability to present complex issues in a logical, concise, and understandable manner
- Able to identify trends, potential problems, and be able to drill down and find the problem
- Demonstrate a history of being able to get tasks done on time and accurately
