The City of Carnation is excited to bring on a Community Economic Development Business Manager. Under the direct supervision of the Community Economic Development Manager this position will direct, manage, and supervise operations and personal staff assigned to the City of Carnation’s utilities. This position will coordinate all enterprise funds, will ensure cost recovery for all activities, and preform high level administrative and research tasks along with overseeing any programs associated with the City’s utility system. This position will manage a small team of professionals and will be responsible for their professional development.
This position is a great opportunity for a public works professional interested in a management position. Experience in the Private Sector is a plus!

IDEAL CANDIDATE & EXPERIENCE
A Bachelor's Degree OR Eight (8) years of full time increasingly responsible experience in a public or private administrative capacity including two (2) years in a leadership position in Parks, Public Works or similar sector.
PREFERRED CERTIFICATIONS
Class 2 Water Distribution Manager Class 2 Water Treatment
Class 1 Wastewater Treatment
Class 1 Wastewater Collection System Operator
FEMA ICS-700 (NIMS)
Knowledge & Duties
Operations, services, and regulatory requirements and activities of the City’s utility programs.
Principals and practices of program development and administration, including budget development and tracking.
Methods and techniques used in the design and construction of water, sewer, storm drainage, streets, and park facilities. Methods and techniques of contract negotiation and administration
Principals of supervision, training, and performance evaluation,
knowledge of Federal, State, and local laws, codes and regulations.
Ability to be on-call
