Job Summary
Under the supervision of the Code Compliance Manager, perform inspections and investigations concerning violations of local laws and state laws. Provide assistance to property owners in the abatement of nuisances.

Duties may include, but are not limited to:
Ensure compliance of City Ordinances including but not limited to; Zoning, Sign, Development, Building, Litter, Junked Vehicle, Parking, Weed, Food Service, Smoking, Solicitation ordinances.

Issue code warnings, violations, citations, and file formal complaints with the Lakeway Municipal Court system. Appear in court as necessary concerning City ordinance or state statute violations.

Monitor an assigned geographical area in a City vehicle to identify code violations.

Investigate alleged violations of state and local codes, ordinances, and regulations. Require corrections be made when deficiencies are discovered and determine methods to achieve conformance.

Perform field plan review and require implementation of alternative or additional requirements concerning environmental issues.

Perform inspections of residential and non-residential properties to determine the presence of fire or health hazards, nuisance violations, unsafe building conditions, and violations of state statutes or City ordinances.

Inspect development sites to ensure the contractor is in compliance with City ordinance, Storm Water Pollution Prevention Plans (SWPPP), and the National Pollutant Discharge Elimination System (NPDES).

Assist property owners and builders in determining methods to achieve compliance with the City ordinances.

Conduct follow-up inspections to ensure code compliance was achieved.

Maintain written documentation for records and filing purposes. Prepare reports of incidents for office files, court files, and prosecutors" evidence files.

Convey a positive professional image by action, communication and appearance.

Exhibit regular, reliable and punctual attendance, which is an essential function of the job.

OTHER JOB FUNCTIONS

Assist the Lakeway Police Department with various duties including but not limited to, traffic control, property owner information, and evacuation of residences in emergency situations.

Coordinate with other City departments and county/state/federal agencies as needed.

Contribute to team effort by performing other related duties as assigned.

Knowledge, Skills and Abilities
Knowledge, Skills and Abilities - REQUIRED EXPERIENCE, TRAINING, KNOWLEDGE AND SKILLS
Experience/training

Three years" experience in field related code enforcement, general construction, or similar experience preferred.

Prior municipal experience as a Code Enforcement Inspector/Officer preferred.

Sufficient technical training to conduct code inspections, and to learn and interpret codes and ordinances.

Knowledge of

Vehicle maintenance, photography, and office procedures.

Proper safety practices, procedures and regulations applicable to work being performed.

Applicable building codes, ordinances and regulations knowledge preferred.

Some knowledge of the Spanish language preferred.

Skills/ability to

Read and accurately interpret construction plans, specifications and reference materials.

Analyze research to determine applicable ordinances, codes, regulations and statutes.

Communicate in the English language orally and in writing, any violation and the requirements for improvement and/or rehabilitation to architects, contractors, developers, other City staff, and the public to achieve voluntary compliance.

Read and interpret maps and/or plans.

Recognize deviations from drawings and specifications.

Resolve problems or situations requiring the exercise of good judgment.

Prepare clear and concise written reports, and present data to provide timely management information.

Establish and maintain effective working relationships with employees, citizens, contractors, architects, engineers, designers, department staff, and other City departments.

Meet deadlines and perform multiple tasks under pressure.

Provide excellent public relation and customer service skills.

Proficiently use computers and Microsoft office applications; learn and proficiently utilize new computer applications including Incode and Laserfiche software.

Working Conditions and Physical Requirements
WORKING CONDITIONS

Work takes place in an office and independently in the field. Must drive a City-owned vehicle to conduct field work. May sit for extended periods operating office equipment.

May work in extreme temperatures in all weather conditions. Significant walking on a daily basis. Subject to wet or humid conditions; sunburn and other sun exposure reactions.

Must operate a City-owned vehicle to perform essential functions of job.

Exposure to vibration, airborne particles, toxic or caustic chemicals, dust, fumes, loud noise and risk of electric shock. May be exposed to falls from elevated areas.

May be exposed to herbicides pesticides and fertilizers.

May be exposed to stinging and biting insects, poisonous plants, snakes and other wildlife.

Work includes flexible hours, including week-ends, and some on-call.

Work may occasionally require travel, including over-night stays, involving training and conducting City business.

PHYSICAL REQUIREMENTS

Ability to access remote sites that may require climbing and traversing rough terrain, possibly in all weather conditions.

Must be able to operate a City-owned vehicle to perform essential functions of job.

Must be able to sit, stand or walk for significant periods of time on a daily basis. Required to reach with hands and arms; climb and balance; stoop, kneel, crouch and crawl.

Must possess general manual dexterity to operate computer, tools, controls or other objects; reach with hands or arms and must able to use step-stools and ladders to store and retrieve items of various sizes, shapes and forms weighing up to 50 pounds in weight.

Must possess visual acuity to conduct inspections.

Must hear in the normal audio range with or without correction.

Must possess mental acuity for attention to accuracy and detail.

Education, Certifications and/or Licenses

High school graduate or equivalent (GED).

Must possess and maintain a valid Texas Class C Driver"s license and a satisfactory driving record, as defined by City policy.

Proof of citizenship and/or eligibility to legally work in the United States.

Successfully pass a criminal history background check in order to obtain Code Enforcement Officer license within 18 months of hire with the Texas Department of Licensing and Regulation (TDLR).

Hiring range:
Code Compliance Inspector will start at $18.78 per hour ($39,082 annually) if not currently licensed with TDLR as Code Enforcement Officer. The City will send you to educational courses to become a licensed Code Enforcement Officer through the Texas Department of Licensing and Regulation (TDLR).

For TDLR licensed Code Enforcement Officers:
Level I: $21.75 per hour ($45,242 annually) or Level II: $22.84 per hour ($47,505 annually) and higher rates of pay offered depending on level of TDLR license and work experience.
Must have a Texas driver's license, good driving record, and ability to pass a criminal history background check.
Schedule is Monday - Friday, 8:00 am - 5:00 pm
FLSA: non-exempt (you are eligible for overtime), but overtime is rarely required.
Overview of Full-Time Employee Benefits for Plan Year 10/01/2022 - 09/30/2023

Retirement
The City is a member of the Texas Municipal Retirement System (TMRS). Employees contribute 7% of their gross wages on a pre-tax basis to TMRS. The City matches 2:1. You are vested after five years of employment. Vested employees will receive their own and the City"s matching contributions, plus interest upon retirement via monthly payment options. You are eligible to retire once vested and age 60 or 20 years of service at any age. While working you also have a supplemental death benefit equal to 1 times your yearly salary.
Holiday
The City recognizes 13 Holidays per calendar year. New Year"s Day, MLK Day, President"s Day, Memorial Day, Juneteenth, July 4th, Labor Day, Columbus Day, Veteran"s Day, Thanksgiving and the Day after, Christmas Eve and Christmas. Effective immediately.

Sick Time
8 hours per month with a maximum of 480 hours. May be taken at the first of the month following one month of employment.
Vacation
8 hours per month for the first five years. Accrual rate increases after 5 years and 10 years. May be taken at the first of the month following one month of employment.
Personal Time
16 hours per calendar year. May be taken at the first of the month following one month of employment.

Long Term Disability
The City pays for long term disability which covers 50% of monthly pre-disability pay. The maximum monthly benefit is $5,000.

Life Insurance and AD&D
$10,000 guarantee issue provided by the City. Supplemental life insurance and dependent life insurance is available.
Longevity Pay
All full-time employees will receive $48 of longevity pay per year after the first year of employment with the City, with an increase of $48 per year thereafter.

The EAP is designed to provide employees and their dependents with professional, cost-effective assistance in resolving difficult personal problems. Individual, voluntary involvement in the EAP is confidential.

Deferred Compensation
Employees may voluntarily contribute to this optional program at a minimum set by the plan administrator ($10 per check) or a maximum set annually by the IRS.

Pay Cycle
For pay purposes the work week begins at 12:01 am on Sunday and ends at midnight on Saturday. Employees are paid bi-weekly on Friday. If payday falls on a holiday, payday will be on the day preceding the holiday.
