Salary:

The salary for this position traditionally starts at $193,102.00 per year but may be commensurate with education and/or experience.

About the Job:

As the Chief Medical Officer (CMO), you will be responsible for all clinical aspects of health care delivery and medical practice in a state agency. In this position, you will ensure the quality and accessibility of all healthcare services for incarcerated individuals and patients, ensuring humane, cost-effective, and efficient delivery.

A Day in the Life:

The essential functions of this role are as follows:

  • Oversees the practice of medicine within each state-operated facility by providing clinical supervision and direction to medical and clinical personnel.
  • Provides technical expertise to facility administrators, central office administration, and staff on matters about the offender and patient health care and the general practice of medicine.
  • Establishes or approves policies and procedures on clinical issues including, but not limited to, such issues as diagnostic processes, communicable diseases, clinical protocol, and other aspects of medical practice.
  • Develops, reviews, and approves plans or programs for health care delivery, particularly regarding the impact on medical care and treatment.
  • Develops plans for improved healthcare delivery and the overall delivery system.
  • Develops and maintains a system to monitor the cost-effectiveness of health services provided and implements health care cost reduction measures as appropriate.
  • Reviews all formulary exception requests where the decision is anything other than “approved.” Participates in the Pharmacy and Therapeutics Committee and associated activities, including the review of medication error reports.
  • Advises agency administration on legislation, fiscal appropriations, litigation, compliance with court orders, health service standards, and other issues affecting the department.
  • Oversees and advises on the clinical portion of the ACLU IPAS agreement and works closely and collaboratively on the matter with IDOC’s Executive Director of Mental Health Services and other staff.
  • Assesses needs and opportunities for continuing education for professional medical staff.
  • Represents the agency and correctional health within professional medical organizations.

What You'll Need for Success:

You must meet the following requirements to be considered for employment:

  • Must be licensed to practice medicine in the State of Indiana.
  • Extensive knowledge of health care delivery systems, major medical services, and treatment methods.
  • Thorough knowledge of the clinical operations of a health care program.
  • Thorough knowledge of applicable healthcare delivery laws, policies, and procedures.
  • Extensive knowledge of budgeting and funding sources for correctional and/or public health care delivery.
  • Ability to develop policies, programs, strategic plans, and corrective programs involving health care delivery.
  • Thorough knowledge of correctional clinical services and standards of care, including those of the National Commission on Correctional Health Care and the American Correctional Association, is preferred. Ability and willingness to participate in training and continuing education may be substituted for prior corrections experience.
  • Ability to assess the quality of services delivered within agency facilities and to develop and implement corrective measures as necessary.
  • Ability to advise department administration on all correctional health care delivery matters, including legislation, litigation, court order compliance, health service standards, and accreditation.
  • Ability to represent the agency in various organizations.
  • Outstanding interpersonal skills with the ability to build relationships, establish credibility, and influence leaders.
  • Ability to work with internal and external customers to assess needs, provide assistance, resolve problems, and satisfy expectations.
  • Ability to effectively communicate complex theories and principles to a broad audience both orally and in writing.
  • Ability to lead, mentor, develop, and manage staff.

Supervisory Responsibilities/Direct Reports:

This role may provide direct supervision for one or more staff members.
