This position works across the Health Care Authority (HCA) and fellow Washington State agencies to ensure a common strategic direction for behavioral health services. This individual will gather leadership from across agencies to meet regarding planning and outcomes as well as manage reporting needs. The ideal candidate will thrive with ambiguity as they navigate the work of this newly created position that will ensure efficiency and collaboration among behavioral health services.

About the position:
The BHSA serves as the primary manager for high priority behavioral health related projects across the division and agency as they are assigned by the director of DBHR or, in certain situations, the director of HCA. This position manages assignments from all levels within assigned projects; supports customers as a strategic subject matter expert; provides consultation and technical assistance to leadership, coaches and mentors DBHR staff; consults with internal and external stakeholders to ensure successful reporting and completion of projects, alignment with organizational strategies, and contract management with external contractors as needed.
This position’s primary objective is to provide project coordination on behalf of DBHR’s business processes, changing legislation, and new lines of business or products, to support implementation of statewide behavioral health care policy that promotes and improves quality, access, and cost-effectiveness, as well as increases provider accountability for health care services. Projects will vary in scope, size, breadth of stakeholders, impact, and risk.
This position is eligible to telework but is frequently required to report on-site to meet business need.
Duties
Some of what you will do:
Leads the overall coordination, creation, organization, and implementation of the DBHR strategic plan, statewide 5-year behavioral health strategic plan, and behavioral health specific state plan amendment (SPA) updates as needed.- Leads work with sibling agencies specific to the creation of a behavioral health sub-sub cabinet Health and Human Services workgroup.
- Ensures timelines and deliverables are defined and achieved, issues are documented and resolved, and risks associated with projects mitigated.
- Acts as a strategic advisor to the DBHR director. Identifies new and emerging topics for strategic planning and programmatic innovation.
- Coordinates directly with internal and external stakeholders, senior management, advisory committees, steering committees, executive sponsors, project teams, other state agencies (including sibling agency leadership), and HCA’s Project and Performance Development staff, as needed.
- Develops, implements, and maintains planning documents utilizing standard best practice. Works closely with internal and external stakeholders to develop, coordinate and ensure agreement on plan objectives. Actively monitors and manages projects throughout the full project life cycle.
- Coordinates with sponsors for assigned projects which contain detailed activities, tasks, task dependencies, and deliverables for the project.
- Actively identifies, assesses, and documents issues and risks associated with assigned projects; suggests mitigation strategies and coordinates resolution with sponsors and project teams.
- Ensures comprehensive and accurate project reports are prepared at regular intervals for sponsors, executive leaders when appropriate.
- Provides coaching, consultation, and implementation coordination for projects and staff as outlined in their respective project charters.
- Develops project charters, work plans, and communication plans for designated projects.
- Develops, implements, and/or recommends effective strategies to help business process owners and customers migrate from current processes to future processes using change management and Lean best practices.
- Assists in developing performance measures and targets; creates a tactical plan for achieving the targets, including determining a mechanism for reporting progress on operational and strategic goals.
- Coordinates, prepares, and organizes meetings on behalf of the Director of DBHR between HCA, DSHS, DOH, OFM and other partners so that operationally, HCA and other state agencies have an organized forum to communicate and ensure timely and effective implementation, including related legislation.
Qualifications
Required qualifications:
Qualifying candidates will meet all of the following criteria:
- Master’s degree in public administration, business administration, communication studies, or a closely allied field.
- Note: Qualifying experience may be substituted for the educational requirements at a rate of two years of experience for one year of education.
- Five years of progressive management experience in the public sector.
- Three years of experience managing projects or business processes.
- Completion of a certificate or other program in strategic management, organizational management, LEAN within six months of date of hire.
- Ability to maintain high ethics and integrity.
- Demonstrate commitment to quality, diversity, and public service values.
Preferred qualifications:
- Proficient in Microsoft Office tools (Word, Excel, PowerPoint, and Microsoft Project).
- Continuous improvement skills including process improvement and use of feedback from clients and stakeholders to increase agency effectiveness and efficiency.
- Ability to manage highly skilled professionals who will aid in the successful implementation and development of various projects.
- Strategic advising and management knowledge, skills, and ability to:
- Apply methodologies, tools, and techniques to include initiating, planning, executing, controlling, and closing a project.
- Facilitate large, diverse groups.
- Plan, lead, organize and control work performed by project team members.
- Identify, mitigate, and manage project risks.
- Leadership skills with the ability to:
- Mentor staff in other areas of HCA.
- Network with internal and external stakeholders.
- Develop timely action plans and status reports.
- Knowledge of:
- State and Agency IT Portfolio Management policies, standards, and processes.
- HCA vision, mission, programs, and systems.
- Federal and state laws, rules, and regulations.
- Lean Six Sigma methodologies.
- HCA administrative policy and procedures in the area of procurement.
- Washington State contracts training and certification.
- Washington State legislative, budget, and authorizing environment.
- Lean Six Sigma certification;
- Change management certification;
- Knowledge of the Washington state legislative process and experience analyzing legislation;
- Experience drafting agency policies and procedures;
- Demonstrated knowledge in the area of governmental contracting and procurement;
- Excellent communication skills.
