CLASSIFICATION DESCRIPTION

The City of Elgin seeks an Assistant Corporation Counsel. This is an inhouse position within the City’s Law Department and reports to the Corporation Counsel.

The City of Elgin City Council is a non-partisan body comprised of a mayor and eight city council members. The city manager is responsible for an annual budget of $315 million and a staff of 673 full-time employees, 456 of which are represented by collective bargaining units. The city also employs 470 part-time/seasonal employees.

GENERAL DEFINITION AND CONDITIONS OF WORK

Responsibilities include providing legal advice and representation for the City, its officials, departments, staff and boards and commissions on a variety of areas of local government law, drafting and reviewing of ordinances, contracts and other legal documents, legal research and drafting of opinions, state and federal litigation including ordinance enforcement, arbitrations, real estate transactional work and other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES

Required Qualifications.
Licensed to practice law in the State of Illinois and the Federal District Court for the Northern District of Illinois. Excellent research skills, excellent interpersonal, negotiation, oral and written communication skills.

Preferred Qualifications
Experience in local government law including familiarity with Freedom of Information Act processing, the Open Meetings Act and other unique governmental legal aspects. Experience in a range of civil areas. Transactional skills and negotiating and drafting of contracts. Experience in real estate, development, annexations, zoning, code enforcement and eminent domain. Experience in employment law, collective bargaining and grievances. Experience in litigation and arbitration. Experience in ordinance prosecution or other high volume litigation areas (e.g., criminal). In house legal experience.
