SUMMARY OF POSITION:

The PRCC Fiscal Manager will oversee and direct all general accounting activities including maintenance of the accounting systems and standards and delivery of key financial management reports. Other significant responsibilities include human resources support, including but not limited to payroll, fiscal support for all grants, and contract monitoring reviews. All activities should be performed in a timely and accurate manner, with a high level of quality and customer service.

TO PERFORM THIS JOB SUCCESSFULLY, AN INDIVIDUAL MUST BE ABLE TO PERFORM EACH ESSENTIAL DUTY SATISFACTORILY AND HAVE KNOWLEDGE IN NONPROFIT ACCOUNTING. THE REQUIREMENTS LISTED BELOW ARE REPRESENTATIVE OF THE KNOWLEDGE, SKILL, AND/OR ABILITY REQUIRED. ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Implements and monitors accounting systems and procedures for all programs, funding sources, and locations
  • Maintains all financial records, budget controls, and internal record keeping
  • Prepares and submits program vouchers
  • Assists in the budget process /or prepares budgets
  • Ensure timely collection of accounts receivable and reporting
  • Reconciles all financial accounts on a quarterly basis
  • Prepares support schedules as needed
  • Maintains knowledge of trends, developments, and best practices in the financial sector
  • Recommends continual process improvements for all tracking and reporting functions
  • Oversees the work of the PT Assistant(s) to the Fiscal Manager, which includes Accounts Payable, Live Check writing and disbursement, and review of Bank Reconciliations
  • Manages the oversight of the assistant’s work on liability and other insurance policies and licensing requirements, including renewals, addition or revision of certificates of coverage, and/or general problem-solving for administrative matters, such as billing errors and/or service problems
  • Oversees the daily workflow of the department, including but not limited to month-end and/or year-end close timing and entries

This position requires compliance with all of The PRCC’s written standards, including its Standards of Conduct, all policies and procedures, and Regulatory Compliance requirements. Compliance will be considered as part of the regular performance evaluation.

QUALIFICATIONS:

  • Thorough understanding of cost and nonprofit accounting principles and procedures
  • Familiarity with city, county, state, and federal grant fiscal procedures

SKILLS:

  • Excellent verbal and written communication skills
  • Excellent organizational skills and attention to detail
  • Excellent time management skills with a proven ability to meet deadlines
  • Strong analytical and problem-solving skills

  • Proficient with Microsoft Office Suite or related software
  • Proficient with or able to quickly learn the accounting software used by the organization
  • Must be able to lift up to 15 pounds at a time

LICENSURE:

EDUCATION:

  • Bachelor’s degree in Accounting or Finance
  • Minimum of five years of general accounting experience with at least two years of supervisory experience

WORKING CONDITIONS:

OSHA Category 3 – Involves no regular exposure to blood, body fluids, or tissues, and tasks that involve exposure to blood, body fluids, or tissues are not a condition of employment.
