The Opportunity
WSDOT is currently seeking a Transportation Engineer 3 in our Local Programs in North Central Region. WSDOT’s Local Programs' mission is to assist communities in the successful delivery of transportation projects by providing educational, technical, and financial support to Local Agencies (cities, counties, and other transportation partners such as tribal governments, ports, and transit agencies). Under the Federal Highway Administration's (FHWA) Federal-Aid Stewardship Agreement with WSDOT, Local Programs serves as the steward of the FHWA funding that goes to public agencies throughout the state. This position directly supports this mission by providing education, direction, and guidance to Local Agencies, helping them navigate the project delivery and contract administration processes while meeting many Federal and State requirements and ultimately delivering transportation projects that improve the communities they serve.

What to Expect
Among the varied range of responsibilities held within this role, you/the Transportation Engineer 3 will:

  • Perform preliminary and final reviews of fund authorization requests, environmental documentation, and right of way plans and estimates prior to submitting to Headquarters Local Programs (HQLP) for approval.
  • Assist Local Agencies with consultant solicitation, selections, and agreements.
  • Perform preliminary and final review of contract plans, specifications, and estimates (PS&E) prior to approving for advertisement.
  • Coordinate with the Regional office’s when a local agency project affects a state highway (design, materials lab, maintenance, and hydraulics).
  • Perform analysis, decision making, and problem solving to identify missing, incorrect, inaccurate or mis-applied information and directs and/or recommends necessary revision to Local Agencies.
  • Attend project meetings to provide guidance and direction to Local Agencies in the project delivery and contract administration processes.
  • Performs Compliance Reviews/Inspections of Project Documentation and Contract Work
Qualifications
To be considered for this opportunity, the following are required:
  • One (1) year Transportation Engineer 2 or equivalent WSDOT position such as a Bridge Engineer 2 or Transportation Planning Specialist 2, or one (1) year experience with City, County, or consultant organizations as a lead engineer working in design, planning or construction management.
  • Valid driver's license.
Knowledge, Skills, and Abilities:
  • Ability to travel to offsite locations for project meetings, reviews, and/or field inspections.
  • Ability to work collaboratively with a variety of agencies and individuals building trust and cooperation.
  • Ability to communicate clearly, concisely, and cordially verbally and in writing.
  • Effectively utilizing Microsoft Windows, Word, Outlook, Excel, Teams, etc.
  • Knowledge of preliminary engineering requirements including NEPA, design standards, and contract preparation.
  • Knowledge of construction administration and documentation requirements including inspection, materials documentation, application of specifications, change orders, and project closure.
It is preferred that qualified candidates also have:
  • Working knowledge of federal guidelines as described per the Local Agency Guidelines (LAG) Manual.
  • Processing and utilizing knowledge of WSDOT's organizational structure and internal processes to assist local agencies in working with WSDOT and HQLP.
  • Ability to negotiate and collaborate with federal, state, and local governments.
  • Knowledge of federal and state requirements for successful delivery of all phases of local agency transportation projects using FHWA funds.
  • Knowledge of right of way requirements including the Uniform Act.
  • Knowledge of state and regional planning requirements including the STIP.
  • Knowledge federal laws on FHWA projects including Title VI, ADA, and Buy America.
  • Knowledge of federal funding programs and program management.
