POSITION DESCRIPTION: Develops and prepares detailed component plans and specifications for signing and pavement markings, signalization, and lighting plans, utilizing computer aided drafting and design (CADD). Includes the design of signal head assemblies, railroad preemptions, signal system layouts, No Passing Zone Studies, Intelligent Transportation System (ITS), and overhead and ground-mounted signs with the use of utility conflict reports in phase reviews.
Prepares highway signing and pavement marking, signalization, and lighting component plans. Utilizes current Department highway design, signing and pavement marking, signalization, and lighting software, standards, and criteria. Performs Quality Assurance/Control reviews as required to ensure plans have been developed in accordance with appropriate design criteria, policy and procedures.
Coordinates all major activities required to design traffic control devices, traffic signal systems, and lighting systems. Responsible for acquiring all necessary information needed to select acceptable and economically feasible solutions and identifies potential problems as well as providing solutions to those problems. Obtains input pertinent to local requirements and ordinances from municipalities and other governmental agencies. Assists in project management, field reviews and field evaluation, data collection, Local Agency Program (LAP) reviews, customer service request documentation, existing location of traffic control devices and any conflicts with proposed design elements determination and report preparation.
Assists in developing and updating project schedules with minimal supervision. Provides training to designers in the design and development of signing and pavement marking, signalization, lighting plans, overhead guide signs, ground mounted signs using appropriate computer software, Traffic Management Sites, and multi-post signs. Assists supervisor concerning design related issues.
Provides technical expertise of the design process in a design group. Guide and direct junior designers in the completion of engineering assignments related to design processes, criteria evaluation scope development and accurate estimate creation. Reviews shop drawings thoroughly and maintains shop drawing files. Serves on Technical Review Committee (TRC) in consultant acquisition and Technical Advisory Group (TAG) for consultant design bid build, design/build projects, and alternative contracting. Assists in the development of scope of services and staff hours negotiations.
KNOWLEDGE, SKILLS AND ABILITIES: Skilled in the engineering process for production of highway construction plans knowledge of concepts, terminologies, design principles and analytical techniques of highway design knowledge of computer aided drafting and design (CADD) tools and automated office products skilled in the use of manual on uniform traffic control devices ability to establish and maintain effective internal and external working relationships knowledge of project engineering and scheduling ability to apply engineering quantitative techniques in the area of highway design skilled in communicating technical information verbally and in writing knowledge of and skilled in interpretation of design standards, specifications and criteria established or adopted by Florida Department of Transportation ability to solve engineering related problems skill in planning, organizing, and managing multiple work assignments ability to use a personal computer (PC) ability to train and guide designers in the design process
OTHER JOB RELATED REQUIREMENTS: During a declared emergency event, the incumbent will be required to assist the District as needed.
MINIMUM QUALIFICATIONS: A high school diploma or its equivalent and two years of continuous employment experience or two years of higher education with a cumulative of 48 semester hours or 72 quarter hours.

A Competitive Area Differential (CAD) additive in the amount of $1,976.00 will be added to the annual salary.
