Overview

Accountable for developing, leading, and managing PPL EU's testing & commissioning processes & procedures on transmission projects. Responsible for ensuring projects are commissioned in a safe, timely, cost effective method within established PPL EU procedures and project schedule milestones.

Responsibilities

  • Accountable for leadership of all testing & commissioning work on PPL EU's transmission system; ensuring safe completion of the defined scope of work, on budget, on schedule, and to the quality levels specified in the contracts.
  • Manage testing & commissioning team activities on large scale projects and across multiple projects simultaneously, ensuring projects proceed efficiently. Activities ranging from design review in the engineering phase of a project, through energization and completion on new greenfield or brownfield substations and associated lines.
  • Manages & develops work sequence and outage requirements for the safe installation of electrical equipment facilities while maintaining the electrical system reliability, works with project teams to integrate work sequence and outage requirements into the project plan.
  • Participate in the review and award of testing & commissioning proposals with PPL EU Sourcing; understand the terms and conditions in contracts, and manages contractors to terms and conditions. Reviews and approves change orders for work not in scope, or changes to scope of work. Participates in claim disputes and resolution sessions. Verifies contractor invoices, ensuring work invoiced has been completed.
  • Supervises or develops preliminary test & energization plans to energize new facilities into the overall power grid in accordance with PPL EU's established procedures, works with project teams to integrate test & energization plan requirements into the project plan.
  • Ensures reliable performance of all transmission assets by performing effective design reviews of proposed facilities during the engineering phase of a project, forming basis for preparation of project specific testing & commissioning activities.
  • Provides technical assistance between engineering and construction for all aspects of the project including equipment installing, relaying, SCADA, communication, and control schemes to assure project is engineered and constructed as intended by design basis.
  • Reviews project specific testing & energization plan prepared by test contractor, ensuring it is in compliance with project specifications, lines up with methodology in preliminary test plan, and complies with all PPL EU requirements.
  • Supervises personnel who provide oversight and review of all on-site
  • electrical testing performed. Including electrical testing, apparatus testing, equipment testing, relay & control testing, and other specific project needs as required to ensure safe and reliable installation.
  • Provides troubleshooting expertise for construction and testing crews during all phases of construction with special emphasis on construction work in and around energized and operating facilities to preserve the project according to schedule.11.Provides regular project status, feedback, and critical path items to the PPL EU Construction Management, Engineering, and Project Management Groups.
  • Supervises personnel who review and approve all project testing & commission data; prepares Project Asset Acceptance Package for turn-over and sign-off by PPL EU designated representative.
  • Manages PPL EU Testing & Commissioning SharePoint and is accountable for updating approved testing matrix, test forms, acceptance checklists, and other requirements based off industry best practice and internal lessons learned.
  • Maintain working knowledge of industry best practices and applications at PPL EU.
  • Ability to travel throughout the PPL EU service territory, this is a regional based position.
  • Provide T&S emergency response support and storm response as part of a rotating on-call schedule.

Qualifications

Basic Qualifications
  • Bachelor's degree and/or five years of related experience.
  • Two years of supervisory experience in electrical testing, engineering, construction, operations, or maintenance.
  • Leadership skills, work management, and job planning experience required.
  • Organizational skills, ability to multi-task, communication with internal and external customers, and people skills required.
  • Working experience of start-up and testing procedures, electrical testing, electrical equipment, SCADA and communication system, relay protection and control system, electrical engineering principals.

Preferred Qualifications
  • Experience commissioning brownfield and greenfield substation & lines projects from 69kV to 500kV.
  • NERC V5 & V6 subject matter expert.
  • Experience using Doble & ENOSERV, and other electrical and relay testing platforms.
  • Experience writing equipment startup and test plans.
