Veracity Engineering has an exciting opportunity for an Operational Support Specialist to join our team in support of FAA in Washington, DC.
Provides expertise, technical oversight, guidance and assistance to FAA Office of Airports field offices, airport sponsors, consultants, and other stakeholders in real property acquisition and land disposal
Ensures compliance with policies and procedures for land projects associated with airport operations
Acts as a recognized subject matter expert and national resources lead to provide advice and guidance to FAA and Airports management and staff on matters related to airport operational impacts on land acquisition, land use and property values, land relocation, land disposal, and airport land use compatibility
Evaluates land titles and appraisals, participates in real property negotiations and determines the need to exercise eminent domain
Provides advice and guidance on federal relocation assistance processes, procedures and requirements; and performs land use compatibility planning
Develops scopes of work for complex appraisals of land to be acquired, or for property damaged by airport development and approved for mitigation
Provides input on key quantitative and statistical issues related to real property and airport operational impacts
Assists the FAA Office of Airport Compliance (ACO) with Fair Market Value reviews, the preparation of scopes of work for land disposal and development proposals using or impacting federally obligated airport land in support of proposed releases of aeronautical property, and evaluating associated impacts to airport operations and property values
Develops, implements and disseminates policy guidance, procedures, and requirements for U.S. airports to ensure compliance with airport sponsor grant assurances and the requirements of FAA Airport Compliance Order 5190.6B
Reviews aeronautical and nonaeronautical leases to ensure the provisions are consistent with sponsor grant assurances
Manages, updates and maintains the updating of the HALO database, (FAA Order 5190.2R) to ensure accurate accountability for the leasing of all federally obligated airports
Utilizes technical data to manage programs, evaluate projects, report on project results, and provide recommendations to management on acquisitions and relocations
Prepares, coordinates, and maintains policy and guidance on airport land use, property values, acquisition, and relocation assistance, including FAA Advisory Circular 150/5100-17, Land Acquisition and Relocation Assistance for Airport Improvement Program Assisted Projects, FAA Advisory Circular 150/5100-20, Guidance on the Extraction of Oil and Gas on Federally Obligated Airports, and any new advisory circulars on land use compatibility planning
Represents the FAA Office of Airports on tasks related to the development and implementation of the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 (Uniform Act) (49 CFR Part 24)
Maintains FAA Office of Airports appraisal procedure requirements for Airport Improvement Program/Passenger Facility Charge-funded property acquisition, and FAA Office of Airports acceptance of appraisal reports and Fair Market Value documentation, with due consideration of airport operational impacts

Pay: $90,000.00 - $130,000.00 per year
