THE OPPORTUNITY
OC Parks has a rewarding and challenging opportunity for a strategic projects management professional handling various department-wide and/or high-profile projects and activities. The successful candidate must possess highly developed organizational skills, be deadline-driven, self-motivated, and have the ability to quickly pivot between tasks and projects. The role is located within the OC Parks Business Administration Division and is responsible for supervising a team of three administrative staff members. The position directly reports to the OC Parks Business Administration Division Manager and requires the incumbent to work onsite at OC Parks' beautiful headquarter campus located at Irvine Ranch Historic Park in the City of Irvine.

The OC Parks Strategic Projects Manager will be responsible for assisting with the planning, development, management, and implementation of the department's special projects, strategic initiatives, and other programs that support achieving OC Parks mission and vision. Additional responsibilities include, but are not limited to, the following:

  • Manage and assist with assigned special projects and coordinate the related activities of the department, agency, and other County personnel involved in the planning, development, and implementation of the project.
  • Develop, implement, and evaluate department special projects and initiatives.
  • Prepare presentations and briefings for Director’s Office meetings with high-level County executive staff such as CEO (County Executive Office), BOS (Board of Supervisors), public/advisory body meetings, and outside agencies, etc. (i.e., special projects, proposals, annual strategic plans, etc.)
  • Track, analyze, and facilitate implementation of department wide initiatives (i.e., OC Parks strategic plan goals, legal mandates, BOS directives, etc.)
  • Prepare and oversee the preparation of a variety of reports, correspondence and special studies including, but not limited to, the following: Local Agency Formation Commission Districting, fee schedule review, and regulatory agency compliance etc.
  • Develop and evaluate all OC Parks MOUs (Memorandum of Understandings) and MOAs (Memorandum of Agreements) with inter-county departments and third parties, ensuring the development of new MOAs and MOUs are consistent with department and county policy.
  • Implementation of Countywide directives including monitoring program performance and reporting.
  • Coordinate with procurement and budget staff to facilitate department-wide trainings.
  • Research, analyze, and update OC Parks policies and procedures, as requested, including the development of an OC Parks policy library that is consistent with existing OCCR and County of Orange Policies and Procedures (P&Ps).

OC Parks operates 365 days a year and as such this position is required to work holidays and weekends, as needed.

DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES

The ideal candidate will possess two years of extensive job experience in executing high-level projects across a government or private organization. Experience with demonstrating ability executing projects and providing analysis is highly desired. The ideal candidate will also have leadership/supervisory experience. In addition to the minimum qualifications, the ideal candidate will possess knowledge and experience in the following core competencies:

Technical Expertise
  • Ability to research, analyze, and develop reports and recommendations as assigned by the Director’s Office and Business Administration Division.
  • Ability to analyze and recommend key strategic decision points for senior management to consider when reviewing contracts, agreements, policies, regulations, etc.
  • Experience presenting analysis and/or findings.
  • Review and coordinate all internal and external audit reviews and responses.
  • Research and recommend new systems and programs to evaluate contract use and service delivery.
  • Coordinate department procurement functions to monitor contract performance, thresholds, and delivery.
  • Facilitate the development of new service contracts that enhance efficiencies while meeting the OC Parks mission and vision.
  • Strong computer skills with knowledge and experience in Word, PowerPoint, Excel, Visio, etc.

  • Effective written and verbal communication skills.
  • Ability to lead a team and work cooperatively with contractors and other staff.
  • Interacting effectively with other government agencies, public and private partners, community leaders, customers, and the general public.

  • Effectively working with stakeholders and interested parties to achieve consensus that benefits and/or protects OC Parks.
  • Aligning organizational vision with County strategic goals and department business objectives.

  • Communicating project delays well in advance and allocating sufficient time to strategize solutions to minimize impacts.
  • Demonstrating an aptitude for critical thinking, problem solving, and decision making.
  • Demonstrating strong organizational skills with attention to detail.

Recorded Structured Oral Interview | rSOI (Weighted 100%)
The rSOI is a timed oral interview conducted virtually through an online vendor. Applicants will be asked a series of structured questions designed to elicit the applicant's qualifications for the job. All applicant responses will be video recorded so that they can be evaluated against pre-determined criteria by a panel of job knowledge experts. Only the most successful candidates will be placed on the eligible list.

Based on the Department's needs, the selection procedures above may be modified. Candidates will be notified of any changes in the selection procedures.

Eligible List
Once the assessment has been completed, Human Resource Services will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to selection interview to be considered for present and future vacancies.
