Project Planning Support Specialist II

Under supervision of the Division Manager for Project Planning, the Project Planning Support Specialist II shall provide overall project level support for ongoing projects within the Project Planning Division. PPDD requirements continue to grow, increased efficiency and effectiveness is critical to meet internal and external customer requirements.

The Project Planning Support Specialist II will support all areas of the Construction Acceleration Project Planning (CAPP) approach that delivers projects from idea, through discovery (Phase Gate 1), planning (Phase Gate 2) and in the transition to development (Phase Gate 3). Support will include deliverables based on the needs of the Project Planning Division to ensure that projects can consistently move to execution with adequate rigor and diligence to minimize impacts during the execution phases.

PPDD continues to evaluate and modify site work practices to establish a consistent, measurable, time critical and cost-effective program for project delivery. The Project Planning Support Specialist II shall support all tasks for the planned changes as the Project Planning Division matures. Resource(s) will review and evaluate the present practices, complete discussions with key stakeholders of the process, review the modifications being implemented for all programs to recommend, test, and implement potential improvements, while identifying areas for further consideration and development. This scope will require at least one (1) dedicated support level staff working directly with all programs simultaneously to meet the timeline for the review and support of the deliverables for Phase Gates 1 and 2.

The resource(s) will be responsible to the Project Planning Division Manager in support of project planning /programming processes as instituted by the Construction Acceleration Planning Process (CAPP) for Phase Gates 1 and 2. The initial review, development, and maturity of project artifacts for all MSTS programs will require both onsite and remote work.

Deliverables for this task include but are not limited to; support to the development and or maturity review of the CAPP artifacts for Phase Gates 1 & 2 and maturity reviews for Phase Gates 3 & 4 artifacts, briefing slide review, and action items.

Overall Program support will include but are not limited to; cost estimate support, schedule support, Charter support and or review, risk register support, WBS Dictionary review and support, quality reviews, and action item capture and reporting. This task will be iterative and will require individual support for all programs, requiring the resource to gain key insight into the gaps, opportunities, and strengths of each process. In addition, the review of existing projects within Phase Gates 1-4 of the project lifecycle will be critical to ensure alignment with the vision of the Project Planning Division. This will also include consideration on the metrics and maturity reviews to ensure a measurable and consistent project delivery across the project spectrum while utilizing a graded/tailored approach. The Project Planning Support Specialist II will provide Monthly Reports detailing progress, issues, support needed, and a two month look ahead aligned with the deliverables.

Qualifications Required

Master’s degree or equivalent, and 5 years of experience

Security Clearance

Ability to obtain and maintain a DOE security clearance.

Background Check and Screenings
