The Manager IV works Monday to Friday from 8:00 AM to 5:00 PM on the Wichita Falls Campus.

The Assistant Director of General Psychiatric Programs supports the Director of Programs in the administration of the clinical programs, Central Rehabilitation, Admissions, and the Commitment Office. Under the direction of the Director of General Psychiatric Programs, the assistant will accept duties and assignments to ensure that clinical programming is carried out for persons served in a manner consistent with the principles of the psychiatric rehabilitation model of care that supports the hospital’s mission; monitor performance measurement and Joint Commission readiness status; and to ensure that program management is conducted in a manner consistent with the principles of continuous quality improvement. The Assistant Director of General Psychiatric Programs will work to maintain close collaborative relationships with organization discipline directors and other department heads. The Assistant Director of General Psychiatric Programs is supervised by the Director of General Psychiatric Programs. The Assistant Director of General Psychiatric Programs acts for the Director of General Psychiatric Programs on specific tasks, capacities and projects as assigned. May chair, serve as a member, or provide coverage of various councils, committees, workgroups, as assigned and will provide coverage in the absence of the Director of General Psychiatric Programs.

Occupational hazards include the stress associated with working in a clinical program management position and the potential for patient induced injury. Performs other duties as assigned, including but are not limited to actively participating and/or serving in a support role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. The position or job tasks may require an alternate shift pattern assignment and/or location, as needs of the hospital require.


Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Accepts assignments and provides support to the Director of Programs in the following:

Provides a psychiatric rehabilitation program that produces change in persons served, consistent with the program mission.

Maintaining oversight of the Admissions and Commitments Department.

Maintaining oversight of Interpreting Department.

Maintaining a current policy and procedure manual and assures through such that the general psychiatric programs are operated in a manner which is compliant with Agency Rules, North Texas State Hospital Administrative Policy and Procedure Manual, Medical Staff By-Laws and Regulations, and any other appropriate rules or policies; including a Plan for Professional Services that reflects patient needs based on annual Program Review.

Conduct program operations to ensure compliance with facility performance standards using CQI, e.g., Joint Commission, IOP, Life Safety, etc.

Managing assigned resources within prescribed fiscal and operational parameters to insure adequate support of program needs, in a cost-efficient manner.

Maintaining oversight of delivery of interdisciplinary activities such as QIT, resource management, treatment team functioning, social learning system and matrix, to ensure coordination and effective interdisciplinary service deliver.

Attends and participates in the organization's Quality Improvement Council.

Maintaining and oversight of a program workforce that is configured, reflects diversity and is competent in the provision of high quality, individualized psychiatric rehabilitative treatment in order to provide quality care and services to patients, family members and other internal and external customers.

Participate in hospital-wide, state, regional, and national projects as requested

Provides coverage for the Director of General Psychiatric Programs and/or vacancies in Program Director positions as needed.

Accepts and conducts special projects or assignments as tasked.

Actively participates and/or serves in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation.


Knowledge Skills Abilities:
Knowledge of local, state, and federal laws and regulations relevant to program areas and of the principles and practices of public administration and management.

Ability to manage program activities; to establish goals and objectives; to devise solutions to administrative problems; to develop and evaluate administrative policies and procedures; to prepare concise reports; and to plan, assign, and supervise the work of others.

Knowledge of Social Learning Matrix, and commitment to ongoing reduction in restraint & seclusion use.

Skill in communicating both in writing and orally.

Skill in dealing with the public.
Ability to prioritize and manage tasks independently.

Working knowledge of Code of Criminal Procedure, Mental Health commitment procedures/processes.

Knowledge of current issues in forensic mental health law and programming.

Knowledge of, and ability to apply the principles of recovery and trauma informed care in service of psychiatric inpatients.

Registration or Licensure Requirements:
Must possess valid Texas driver’s license or obtain it no later than 90 days after hire date. Applicants with an out-of-state driver’s license must provide an original certified driving record from the state of driving licensure. Eligible driving record required based on HHSC Fleet Management policy.


Initial Selection Criteria:
Master's degree or experience in a job-related field such as Social Work, Psychology, Nursing.
field relevant to assignment.

Experience managing/leading a psychiatric program/unit.


Additional Information:
Salary Note: The salary offered will follow HHS HR Policy starting salary guidelines which are typically made at or near the minimum of the salary range. For internal applicants, there can be limitations in consideration of applicant’s current classification and salary and is dependent upon available budget.

Flexibility in work hours may be required for this position. The position may be required to work overtime and/or extended hours.

All of these diseases are vaccine-preventable. As a result, state hospital policy requires employees be vaccinated according to their level of contact with individuals.
