Advocates for Human Potential is seeking at Senior Program Associate to work with its Massachusetts Access to Recovery (ATR) program. Access to Recovery (ATR) is a program for individuals who have a substance use disorder (SUD) and are seeking to change their lives. ATR is funded through the Massachusetts Department of Public Health/Bureau of Substance Addiction Services (DPH/BSAS), with funds coming from the federal government through the Substance Abuse Mental Health Services Administration (SAMHSA). Advocates for Human Potential is the Administrative Services Organization for ATR and manages the program for the state. ATR began serving individuals in Massachusetts in 2010 and is operational in five cities.
This is a hybrid role, so you can work remotely part of the time, but you must be located in Massachusetts.
Responsibilities
- Serve as the primary contact for partners in ATR’s Provider Network including coordinators, recovery coaches, job readiness and occupational job training providers.
- Provide direct support and guidance to personnel within the Provider Network; assist with resolving issues, navigating program challenges, guiding process change improvements.
- Provide oversight of program providers to ensure adherence to requirements and expectations set forth by the ATR program.
- Build and foster relationships with providers, including maintaining consistent communication and meeting in-person with program staff when needed.
- Supervise direct service project staff and collaborate with AHPs Clinical Resource staff as needed.
- Serve as a primary contact for ATR’s authorized referrers within each service area; support and improve the collaboration with referral agencies.
- Serve as a primary contact for the ATR program’s central phone line and email address, responding to general inquiries and requests for information.
- Work closely with providers within the substance use treatment system, criminal legal system, or community-based organizations to educate about ATR services, to reduce participant barriers in accessing ATR services, and to improve processes and communications.
- Plan and facilitate meetings with providers; prepare formal notes clarifying commitments and follow-up actions.
- Develop understanding of programming obstacles faced by participants; work with AHP-ATR team and providers to support program enhancements and modifications to minimize barriers to success.
- Utilize ATR’s electronic service management system and its data dashboards to access data and develop reports as needed.
- Create tools, templates, and Standard Operating Procedures (SOPs) to enhance efficiency and effectiveness.
- Develop written and online materials (e.g., templates, reports, presentation slides, guidebooks, planning documents, listserv announcements, website content, online surveys).
- Maintain and update internal and external documents and resources.
- Create and monitor standardization and adherence of policies, processes, and procedures within ATR’s provider network; collaborate with ATR’s Audit Manager on resolving any Corrective Actions identified during annual audits.
- Work with ATR Communications Manager on contributions to newsletters, marketing materials, website, or contact lists.
- Collaborate with ATR’s Deputy Project Director and Training and Technical Assistance Manager to support new provider onboarding.
- Identify capacity and training needs of ATR’s Provider Network and referrers; work with Training and Technical Assistance Manager to implement strategies for improvement.
- Help plan, coordinate, and conduct external meetings, training, and technical assistance activities.
- Assist with other projects as they arise, including research projects, state, or federal reports, grant funded initiatives, conference proposals and/or presentations.
- With support from Deputy Project Director, assist in monitoring deliverables for small subcontractors’ contracts.
Qualifications
- 5+ years of professional experience, including program management experience in a behavioral health or workforce development
- 1 - 3 years in a managerial, supervisory, or mentorship role required.
- Candidates for this position must possess a bachelor’s degree. A master’s degree in social work, behavioral health, public health, or similar field is strongly preferred. Professional experience may be substituted for the education requirement.
- Experience with meeting facilitation and/or training required.
- Excellent people skills and the ability to build and maintain strong relationships with multidisciplinary stakeholders required.
- Experience in program development, strategy, and initiative implementation.
- Prior experience working within the substance use disorder continuum of care strongly preferred.
- Experience in workforce development in the public workforce system and/or an understanding of workforce strategy strongly preferred.
- Strong decision-making and critical thinking skills; ability to be flexible, work independently, and identify and implement innovative solutions
- Must have valid Driver’s license and personal vehicle to travel throughout the state, including to AHP’s office in Sudbury as needed, and to perform job duties.
- Ability to travel occasionally to trainings, meetings, or events in ATR’s service areas (currently Boston, Holyoke/Springfield, Lowell, New Bedford, and Worcester).

Salary Range: $70,000-$90,000 annually

The base salary range above represents the low and high end of the AHP salary range for this position. Actual salaries will vary and may be high or low in the range based on various factors including but not limited to location, experience, and education. The range listed is just one component of AHP’s total compensation package for employees.
