General Statement of Duties

This position is solely a safety role and will report to the Risk Management Division in the Finance Department.

Employee Safety/Risk Management seeks applications for a senior safety professional with a wide variety of experience in industrial safety.
The incumbent will serve as the program manager of all aspects of several OSHA/PERRP programs including, but not limited to:


  • Personal Protective Equipment including Respiratory Protection, Eye and Face Protection, Hand Protection, etc.
  • Occupational Noise Exposure
  • Ventilation
  • Toxic and Hazardous Substances
  • And other programs as assigned.
Additionally, the employee may establish an onsite presence in one or more of City's departments to provide safety guidance and minimize injuries.

The employee will also lead city-wide employee training relative to the OSHA programs they manage. As needed, the employee independently conducts routine industrial hygiene monitoring of chemical, biological, and physical agents. The incumbent may also review construction and site safety plans provided by contractors for OSHA compliance.

While certifications are not required, Certified Safety Professionals and Certified Industrial Hygienists are preferred.

This employee provides support and oversight of safety and health programs at the City. Employee serves as in-house technical expert on matters related to Industrial Hygiene.

Employee provides safety and health services to staff, provides training, and conducts audits, and provides responsible assistance to department management staff.

This employee performs a variety of activities as they relate to the employee safety aspects of various City programs; performs inspections, investigations, analyses, and evaluations of complex operations and facilities for the enforcement of employee health provisions of federal, state, and local laws, codes, and regulations. Performs related duties as required.

Examples of work performed:

Conducts on-site inspections and investigations of complex operations and facilities to ensure safety compliance; notifies departments of safety problems and monitors corrective action that is taken; evaluates needs for safety training and provides training to assigned departments.
Participates as a member of safety audit teams performing assessments for safety enhancements, waste minimization, pollution prevention, energy efficiency, cost reductions, improvements in compliance status, and/or mitigation of adverse health/safety impacts.
Maintains, calibrates, and operates instrumentation and sampling equipment; evaluates employee exposures to chemical and physical hazards; responds and assists in resolution of employee health and safety hazard issues; and provides guidance to assigned departments.
Prepares analytical and statistical reports on operations and activities; analyzes reports and provide recommendations; assists in the development of written policies and procedures related to health and safety; composes and distributes internal and other documents.
Represents assigned department to other city departments, community groups, and outside agencies; explains, justifies, and defends department programs, policies, and activities; assists in the negotiation and resolution of sensitive, significant, and controversial issues.
Recommends and assists in the procurement of health and safety equipment to assigned departments.
Establishes and maintains cooperative working relationships with those contacted in the course of work, including outside agencies and the general public.
Interprets and applies federal, state, and local health and safety codes, rules, and regulations to complex operations and facilities in assigned departments.
Manages/coordinates city-wide training for health/safety compliance and participates in safety committees.
Participates on a variety of boards and committees; attends and participates in professional group meetings; stays abreast of new regulations, trends, and innovations in the field of health and safety.
Assists those contacted in the course of duty in an effective, efficient, and professional manner.


Required Education and Experience

PROMOTIONAL
Each applicant must have three years experience as an Environmental/Safety Specialist with the City of Cincinnati. Additionally, each applicant must have a Bachelor's Degree from an accredited university or college with major coursework in environmental management, safety, chemistry, industrial hygiene, or related field. A Master's Degree in one of the above stated fields or professional certification from an accredited professional organization dealing with environmental issues is preferred.

OPEN
Each applicant must have a Bachelor's Degree from an accredited institution in Environmental Science, Risk Management, Occupational Safety, or a closely related field. In addition, each applicant must have a minimum of five years of related work experience. A Master's Degree in one of the above stated fields or professional certification from an accredited professional organization dealing with environmental issues is preferred.

OTHER REQUIREMENTS
Must have a valid Driver's License.
Some assignments may require possession of a valid registration from the Ohio State Board of Sanitation Registration.
Other licenses and/or certifications may be required, depending on area of responsibility.

MILITARY EDUCATION & EXPERIENCE EVALUATION
Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.

Environmental Conditions: Travel from site to site; office/field environment; exposure to computer screens, noise, dust, grease, smoke, fumes, gases, potentially hazardous chemicals, toxic materials, potentially hostile environments; human or animal body fluids; waste and infectious materials; work at heights on scaffolding and ladders; work or inspect in confined spaces; work or inspect underground; work on slippery or uneven surfaces; work around heavy construction equipment; may be subject to call back and/or overtime work.

Physical Conditions: Duties require maintaining physical condition necessary for heavy, moderate or light lifting; bending, stooping, kneeling, crawling; walking or standing for prolonged periods of time.

Health Insurance

The City of Cincinnati 80/20 offers 3 medical plans to all full time City of Cincinnati employees and eligible dependents: the 80/20 PPO medical plan, the HDHP medical plan with an HSA contribution, and a Health Reimbursement Arrangement for those enrolled on another non-city eligible group plan.

Basic Life Insurance

A $50,000 Basic Life Insurance policy is paid for by the City for certain eligible employees. Full time employees not eligible for the City-paid basic life insurance policy are generally provided a similar benefit through their union group.

Supplemental Life, Long Term Disability, Accident & Critical Illness Insurance

Most full time City employees are eligible to participate in a supplemental life insurance program, a long term disability plan, and accident and critical illness insurance programs at their own expense. Premiums are determined by age, amount of coverage, and various additional factors.

Flexible Benefits Plans

Healthcare Flex Spending Account

City employees can participate in the Healthcare Flex Spending Account that can be used to pay out-of-pocket medical, prescription, dental, and vision care expenses for employees and family members.

Dependent Care Flex Spending Account

City employees can participate in a Dependent Care Flex Spending Account that can be used to pay work-related dependent care expenses. Participants can set aside money each year through pre-tax payroll deductions to pay for these expenses.

Transportation Expense Reimbursement Account

City employees can participate in a Transportation Expense Reimbursement Account (TERA) that can be used to reimburse expenses related to traveling to and from work. Participants can set-up a pre-tax payroll deduction up to an IRS regulated amount.

Healthy Lifestyles Program

City employees can voluntarily participate in a wellness incentive program that encourages and rewards employees and their spouses/equal partners for making positive choices for better health. The City of Cincinnati will contribute up to $300/year to a Health Reimbursement Account for each the employee and their spouse/equal partner for meeting specified program goals. These dollars can be used to offset qualified out-of-pocket medical expenses.

Integrated Health Reimbursement Arrangement (HRA)

This is a voluntary program that serves as an alternative healthcare option to traditional medical plans. If you have alternate group health coverage available to you through a spouse, equal partner, another job, or a non-city retirement plan, you may be eligible for this plan which reimburses you for the difference in premiums between the plans and your covered out of pocket expenses on the other plan.


Retirement Plan

The City provides a defined benefit pension plan for part-time and full-time employees. New hires and re-hired employees are required to participate in the City of Cincinnati's Retirement System (CRS), regardless of previous participation in an Ohio State pension system or any another state or federal pension system. CRS is funded by employer and employee contributions, and investment returns from plan assets. CRS provides retirement and health care benefits subject to eligibility requirements. The following groups are excluded from participation in CRS: Mayor and Members of City Council; Sworn Police & Fire; Police Recruits; and Rehired Ohio Police & Fire Retirees.

Deferred Compensation

As an Ohio government employer, the City offers employees the ability to participate in a 457(b) tax-deferred retirement savings plan. The City makes an annual match to your 457(b) of up to $750, or as otherwise specified in applicable regulations and union contracts.
